Research On Security Mechanism Of Land-Rrequisitioned Peasants

The issues of Countryside, Agriculture and Peasant relate to the global development of our party and country. The key issue of Countryside, Agriculture and Peasant is land problem. Paralleling the rapid growth in economy and the acceleration of urbanization in the 1990s was the surge of land exploitation. As a result, a large part of collective-owned land has been requisitioned. As the newly emerging minorities, the land requisitioned peasants were confronted with the dilemma of survival and that of development. So concerned about the security of landless peasants relates to social harmony and stability.At present, China's rapid urbanization continues to occupy the land, while this phenomenon does not fundamentally change the structure of urban-rural dual system. Coupling with inadequate of the current land acquisition mechanisms, it results in lack of a general social security system to landless peasants. It is a truth universally accepted that land is what the peasants are concerned about. To promote the development in economy, some local governments, in the name of exploitation region, took possession of a large part of land, bringing about the truth that at least 40 million land requisitioned peasants had become landless, jobless and what was more, penniless. The most concentrated expression of landless peasants is the mechanisms of land acquisition compensation and social security. These make us must examine our construction of the mechanism of landless peasants protection issues.On the basis of digestion and absorption of the theory at home and abroad, this paper first analyzes cause of landless peasants in China, identifies the existing problems of current compensation mechanism for landless peasants, demonstrates the fact of landless peasants that lack of protection mechanisms. It considers landless peasants in our country that is caused by the act because of administrative. Landless peasants in the current compensation system and security system are not perfect in the case, so it is necessary to study the mechanism of protection of landless peasants. Then, it does an empirical research on the land acquisition attitude, social security will, employment status and compensation mechanism of the landless peasants in the analysis of relevant research data based on the M city in Shaanxi province. Empirical studies have shown that Chinese current land acquisition compensation is still the single monetary compensation, but most of the landless peasants willing to accept monetary compensation for land acquisition compensation are combined with employment. Then, focusing on the domestic and international compensation mechanism for settlement of landless peasants'experience and practice, it analyzes insurance-funded compensation system model in American and Japan, also it adopts famous Zhejiang model, Xi'an model and Taiwan model. Finally, it builds a protection mechanism from the three aspects of basic ideas, mechanism build and run. It considers the building of protection mechanism of land-requisitioned peasants should follow the idea of"enhancing security legislation, land for social security and improving the role of the government", take the road of"Supporting land reform and compensation mechanism, implementation of social insurance landless peasants, protection the multi-channel employment to landless peasants", and take various measures of"regulation the land requisition compensation mechanism, developing village collective economy, gradually establishing social security fund of landless peasants"to safeguard the protection mechanism of the landless peasants to run smoothly.In short, we must build a diversity protection mechanism combination of compensation and protection, and take appropriate measures to safeguard mechanism operate reasonably to prevent of landless peasants"lost and unemployment". In the background of labor shortage, reasonable solving the issues of settlement and compensation of landless peasants is favorable to modernization and new rural construction. For my country, it is a long-term task must be completed to increase efforts to protect the landless peasants and complete the transformation of landless peasants to the public urban through adaptive selection process.
