Agricultural land property rights system, as the basic system in rural China, has profound impact on the development of China’s rural economy and national economy. The most of the rise in agricultural productivity was due to the implement of the rural land system to the core of the household responsibility system began in1978, however, with the social and economic development, the dummy and incomplete nature of the farmer land property rights make the issues of efficiency and equity increasingly prominent. The calls for reform are rising, but there is a lot of controversy about the way of reform. In fact, the reform path is decided by the game among interest groups, the externalities of the huge gains from the existing institutional arrangements has fostered many vested interests, including the central government, local government, rural grassroots cadres and the real estate business, etc. The acquisition of farmland costs low, while a high expected return to turn it to city land. The revenue are supposed to "collective farmers" were shared by these interest groups, thereby generating a large number of social conflicts. To solve these problems, agricultural land property rights system must be carried out in-depth analysis. According to the perspective view of the modern theory of property rights, the agricultural land ownership structure is multidimensional, it contains a number of rights items, in this article, the theory of institutional supply and demand will be used to do meticulous research in each of the segments of farmer land property rights.The study includes the main supplier of agricultural land property rights system, the analysis of the current situation of agricultural land property rights system supply, what is the real interest of the demanders for the agricultural land property rights system, why the change of agricultural land property rights system falls into a dilemma. The analysis revealed that the multi-function currently hosted in agricultural land, such as national food security, local government fiscal revenue and so on. These features lead to conflict among the interest groups to compete for agricultural land rights of farmers, and therefore the reform within the agricultural land property rights system is unlikely to completely solve the problem, the change of agricultural land property rights system needs the coordination of other associated facilities.
