A Theoretical And Practical Study Of Main Function Division

With the rapid development in national economy, the contradiction between ecosystem and economic development has become increasingly prominent. Land spatial development is out of order for the regions where conditions permit are seeking for greater development, and so are the ones where conditions don't. In terms of the development guidelines, narrowing regional economic gap is interpreted as narrowing the disparity in GDP, paying little or no attention to the connotation of regional harmonious development. Against this, an important conception has been introduced in the National Guidelines of the Eleventh Five-Year Plan called "Division of Main Function Region", a big highlight in many people's eyes. This conception, based on the following factors such as the load-bearing capacity of resources and environment, current development density and potential, an overall consideration about ecological function, social and economic development orbit, divides land space into four types of main function regions: Preferential Development Zone, Key Development Zone, Restricted Development Zone and Prohibited Development Zone. Make adjustments to improve policies on regional development and performance evaluation in accordance with regional function positioning, in order to standardize land space development order and form scientific space development structure. This work is complex and matters much to the whole situation, involving a range of considerations from the present situation to future and from nature to society.This paper, based on provincial regulations on national Division of main regional function region, together with the present conditions of society, economy, nature and resources in Baoding, tries to explore the regional function division of Baoding city with existing theories and approaches home and abroad. It consists of the following six parts.(1) Expounding the concept of "Regional main function Division" from the background, current research situation home and abroad and its researching significance.(2) Analyzing the theory foundation of "Division of Main Function Region", which include theories on: regional differentiation, eco-economics, spatial structure, sustainable development and anti-planning methodology.(3) Explaining and analyzing the basic connotation of "Division of Main Function Region" from the conceptual point of view, and introducing the main contents of the four types of "Division of Main Function Region".(4) Expounding the principles and primary methods of dividing main function regions.(5) Dividing the researching case, Baoding city, into the said five types of zones after an empirical research in which both quantitative analysis and qualitative analysis are adopted. Some units of regions for evaluation, however, are excluded from this conduction for their unclear features proper either for restriction or development, and will be included later when it matures with natural development.(6) Finally, summarizing the main work and primary conclusions presented by the paper, and discussing the weak points of the paper as well as future goal.
