Efficiency of commercial Banks is not only the input and output ability and the ability to fully reflect the sustainable development, it is the important indicators of commercial Banks operating conditions, the discretion of the commercial bank efficiency not only affects the most efficient allocation of financial resources, will also affect the implementation of economic policy and conduction. In order to reduce the overall risk of commercial Banks, international financial regulators and national financial regulatory department constantly strengthen all aspects of supervision on commercial banks, especially for commercial bank regulatory capital constraints put forward the specific standard. Reform in Chinese capital constraints also officially launched in 1994, for the operation and management of commercial Banks in China are extremely important influence, research our country commercial bank capital constraint reform, for China’s commercial Banks how to better adapt to the new change, constantly enhance their competitiveness, how to further improve the efficiency, need to constantly explore and research.This paper is to use data envelopment analysis (DEA) in the three stage DEA, DEA-Malmquist index, bilateral DEA to calculate the efficiency of commercial Banks in China from 1990 to 2012,23 years value measure, and in 1995,2004 for two times bank efficiency before and after the reform of capital constraint rankings, by analyzing the capital constraints effect the efficiency of our country commercial bank reform, the reform of our country commercial bank efficiency as capital constraints is obtained periodic change the main conclusion. That is, in the reform of capital constraint, our country commercial bank efficiency decline after rising first, after 3 years of adjustment, restore the rising trend, and exceed the efficiency value of the capital constraints before reform.
