The Comparative Influence Study Of Government Intervention On Information Platform Adoption Of Logistics Enterprise

With the development of economy, the increasing of total economy and amount of logistics put forward new requirements to logistics. It has a important strategic significance to improve the operating efficiency of social logistics system by building a moderm logistics system. As a strategic project of restructuring and development of traffic, a infrastructure project of modern logistics information system, a innovation project of government’s public service, Logink has significant and far-reaching sense.The industry leding and public welfare feature of Logink contribute to obtaining government support. However, the capabilities and technoloyg of platform is not mature, leading the using rate of Logink is not high,even appearing "Pseudo-adoption " phenomena. Some researche indicate that the value of technology lies in the post-adoption rather than the initial adoption. Meanwhile, little research on longitudinal adoption behavior., which can’t reflect the adoption mechanisms of technology.Therefore, it’s meaningful to conduct a comparative analysis between adoption and post-adoption stage from the perspective of government intervention, according the behavioral characteristics of the platform adoption. Emphasizing government intervention, this paper develops platform adoption (post-adoption) model of logistic enterprise for the context of government intervention, which based on the technology adoption theories of behavior perspective and follows the corresponding basic principle that government intervention affects adoption intention indirectly via technological cognition. Analysing the reason of these difference by comparing the influence path of adoption and post-adoption stage. In the model, government intervention is classified into three dimensionalities:information intervention, personnel intervention and financial intervention; and platform cognition is classified into two aspects:perceived operational benefits and perceived strategic benefits. Then, the study takes s Logink and investigates logistic enterprise in Zhejiang province to conduct empirical research. Finally, several management proposals are provided according to the findings, and relative limitations and further research are discussed.Main findings of the study are following:(1) Platform cognition affects adoption (post-adoption) intention directly, but different stages have different dominant factors. Perceived strategic benefits is dominant factor in adoption stage,however, Perceived operational benefits is dominant factor in post-adoption stage.(2) The influences of government intervention on Platform cognition’s different dimensionalities are various.(3) Platform cognition mediates the effect of government intervention on adopt intention. What’s more, its mediating effects are varied.
