With the development of economical globalization, the market competition is increasingly fierier. Nations and enterprises begin to pay more attention on logistics which is seen as "the third profit headspring". However, the logistics industry of Chinese still lags behind the developed countries. In order to promote logistics development and obtain national competitive advantages, the government makes a series of measures to encourage logistics enterprises adopt advanced information technology. Unfortunately, the results are not satisfying. To find why government intervention doesn’t work, it’s necessary to research the effect process of government intervention on adopt intention.With emphasizing the process of innovation, this paper develops an information technology adoption model of logistic enterprise for the context of government intervention, which based on the technology adoption theories of behavior perspective and follows the corresponding basic principle that government intervention affects adoption intention indirectly via technological cognition. In the model, government intervention is classified into three dimensionalities:information support, financial support and personnel support; and technological cognition is classified into two aspects:perceived benefits including functional benefits and social benefits, and perceived costs including financial cost and risk. Then, the study takes standard TMS (Transportation Management System) and investigates some logistic enterprise in Zhejiang province to conduct empirical research. With collected113valid data, the author tests the model by regression analysis and amends it according to the corresponding results. Finally, several management proposals are provided according to the findings, and relative limitations and further research are discussed.Main findings of the study are following:(1) Technological cognition affects adopt intention directly. The functional benefits and social benefits of perceived benefits have significant positive influence on adopt intention directly, and the financial costs and risks of perceived cost have significant negative influence on adopt intention directly.(2) The influences of government intervention on technological cognition’s different dimensionalities are various. Both information support and personnel support have significant positive influences on functional benefits and negative influence on risks. Information support, financial support and personnel support have significant positive influences on social benefits. In addition, financial support and personnel support have significant negative influences on financial costs.(3) Technological cognition mediates the effect of government intervention on adopt intention. What’s more, its mediating effects varied between different dimensionalities of government intervention and adopt intention.
