Ningdong energy&chemical base is located in Ningdong,Lingwu City, Ningxia Hui Autonomous Region, it is one of the13coal bases and7large thermal power bases as well as6coal chemical industry bases which were approved by the Sates, it is also one of power supply of the national "west to East power transmission" project. Shenhua Ningxia Coal Industry Group Co., Ltd is the main force for the construction of Ningdong energy and chemical base, it also takes the national task to build coal base of hundred million ton production capacity and world-class modern coal chemical industry base.A number of large-scale coal mines, coal chemical industry and other key projects have started construction and put into operation. Shenhua Ningmei4million tons/year Coal to Liquid project is a huge project in China. Many excellent contractors in the fields of design, procurement, construction, project management, warehousing services have been attracted to participate in the construction of the project, so different kinds of procurement modes and strategies have been applied in the project.This essay takes the Coal to Liquid project as study object, focusing on the three main areas like project cost, schedule and quality, study the material procurement management modes and strategies of coal chemical project, by developing the management procedures, choose the procurement modes at different contracting modes, put forward suitable procurement management strategies of large-scale coal chemical projects, which will provide reference for construction of other coal chemical projects.
