Research On Optimization Of Government Procurement Model About City A Jilin Province

In many countries, government procurement is an important means and the basic system of regulation of national interests, because of its efficient use of financial resources, improving macroeconomic regulation, promoting employment protection of national industries, clean government and other characteristics, it has more than 200 years practical management experience so far. Since government procurement has been "just, fair and open", it was called the image of " transactions under the sun." At present, many countries in the world have established their government procurement system, it has play an important role for the social and economic development. With the global wave of liberalization, as well as developed countries facing shrinking of domestic demand, government procurement market has become an important part of the international market.China's government procurement system started late, only 20 years time. During this period our theoretical exploration, system development and practical work have made significant development. The system of government procurement system with Chinese characteristics has been initially established with "Government Procurement Law" and "Bidding and Tender Law" as the main body. Scope of procurement is very extended, now including the type of goods, services and engineering, and the procurement efficiency has improved markedly. The implementation of the government procurement system, achieved a better social benefits, performance significantly. However, on the whole, China's government procurement is still in the initial stage, the procurement legal system is still in the formative stage, public finance framework just established, government procurement still has many deficiencies.This study aims to make government procurement optimization scheme, establish a scientific decision-making system of government procurement, improve efficiency in the use of government procurement funds and standardize government procurement behavior.This article is based on the idea of that the project management theory is applied to government procurement, analysis the government procurement of City A in Jilin Province as an example. In order to solve problems in practical work, proposed government procurement models and procurement methods improvement program. In particular, the multi-project management theory is applied to the study of government procurement management, proposed the corresponding theoretical methods and improvement scheme. The main contents of this paper consist of the following components.First, this paper analysed the current situation of government procurement. Introduced the basic situation of government procurement, including the institutional system, the scope of procurement and procurement organization. And summarize the procurement models, procurement methods and basic processes, analysed the problems in government procurement of the city A.Secondly, use the relevant theoretical basis, developed a strategy for optimal design. Optimized the government procurement process, improved the government procurement organizations, defined the responsibilities of relevant departments, improved the supervision system. For the present problem, proposed government procurement models and procurement methods improvement program, discussed control methods. Use the thought of multi-project management, established the model of government procurement program and project portfolio selection. From the project database, using peer review constructed government procurement program, using AHP constructed government procurement project portfolio, and proposed the procurement methods based on the program and project portfolio.Again, using the fuzzy comprehensive evaluation method, compared the optimized procurement and procurement before optimization, the results prove that the proposed improvement scheme has some advantages, it is reasonable and feasible.Finally, to ensure the effective implementation of the improvement scheme, raised a number of safeguard measures that includes perfecting rules and regulations, strengthening the organization and institution building, improving the government procurement information management system, establishing a government procurement performance evaluation mechanism.
