The Research Of The Quality Of Economy Growth Of Shandong

As the human civilization reaches a higher level, the level of onecountry’s economic development is getting more and more important inmeasuring the country’s strength. However, many problems set off thealarm bell through the highly development of economy, these problemsare getting more and more attentions from each country, that is why thequality of economy growth is becoming much more important nowadays.China has seen a great economic development during the last30years,and now China is walking in a transformation period, the measurement ofthe quality of economy growth is getting much more important.Shandong Province is a major economy province in China, but how tobecome the strong economy province is a question. We should giveadvises according to the unique patterns of Shandong province, this isimportant for the adjustment of economic structure, the transform ofeconomic development pattern, and the achievement of sustainabledevelopment of Shandong province.In terms of qualitative analysis, this paper expounded theconnotative definition and evaluation theories of the quality of economygrowth, the calculation methods of Total Factor Productivity and thetheoretical basis of DEA-Malmquist method. These all together build thebasis of empirical analysis.In terms of quantitative analysis, among the definitions of the quality of economic growth, economic growth efficiency is the most important,in case to evaluate the quality of economic growth on the base of outputefficiency, Total Factor Productivity(TFP) is a scientific method. TFPmeasures the contributions the input elements made to the economydevelopment, reflects the quality of economic growth of an economy, andwhether this economy can achieve sustainable development or not. TotalFactor Productivity growth is one of the corn theories of moderneconomic growth, and has been studied by scholars both at home andabroad. The methods for measuring TFP are parametric method andnonparametric method. This paper uses the DEA-Malmquist indexmethod of nonparametric method, using data from2005-2012ofShandong province and the17cities. Results show that the TFP ofShandong province swings strongly, technological progress hasconsistent and significant effects on the TFP, the influence of technicalefficiency is getting stronger. This phenomenon is largely due to the rapidgrowth of pure technical efficiency, the scale efficiency is always keepinga stable level. TFPs of all the cities in Shandong province are higher than0.9, that means all cities’ economic developments are intensive, thequalities of economy growth are good.On the basis of empirical results, this paper represents the presentsituation of Shandong province’s economy growth quality, and givescomprehensive and typical analysis. According to the problems, in combination with the present development situation, this paper givesconcrete measures and suggestions. All cities are divided into threecategories according to the TFP growth and GDP growth, suggestions aregiven to these three categories accordingly.
