Research On Changes And Influencing Factors Of Total Factor Productivity Of Shandong Agriculture

Shandong Agriculture plays an extremely important role in the agricultural developmentof China. Although agricultural output and a variety of agricultural production rank first in thenation, and the degree of modernization of agriculture in the front row, but we must clearlyrecognize that there are many shortcomings and limitations in the process of Shandongagricultural development. Such as the effective utilization of agricultural resources is not high,the agricultural infrastructure is still not perfect, the compositive quality of agriculturalproducers is low, agricultural technology is not sufficient to support to enhance internationalcompetitiveness, etc.. In addition to the level of agricultural development around the city isvery unbalanced and regional differences are more and more obvious. In order to balance theagricultural development of Shandong, the author use nonparametric DEA-Malmquist indexto measure the regional agricultural TFP change of17cities in Shandong. On the basis of theShandong agricultural TFP growth trend of regional disparities and convergence of in-depthdiscussions and further analysis of the factors affecting the changes of Shandong agriculturalTFP, and concludes with recommendations targeted agricultural development.First of all，the author elaborate the status of Shandong agricultural development. Afteranalyzing the current situation of agricultural production of Shandong, it summarizes thecharacteristics and problems of Shandong agriculture in the development process. To promoteagricultural development, the Shandong government has promulgated and implemented aseries of agricultural policies. It provides a basis in reality for subsequent empirical analysis.Secondly, after defining the economics meaning of TFP, using DEA-Malmquist indexanalysis, from comparative analysis by vertical time and horizontal spatial contrast, the authordynamic explores the level and growth trends of Shandong and regional agricultural TFP, andanalyze the underlying causes of Shandong agricultural TFP induced changes, and exploreeffective ways to improve the promotion of Shandong agricultural TFP. It was found thatShandong Agricultural TFP growth mainly driven by technological progress, the contribution effect of the efficiency effect is not high, and agricultural TFP growth across regions issignificant different.Thirdly, Shandong Agricultural TFP growth presents apparent convergence trend byanalysis Shandong agricultural TFP growth trend of regional differences and convergence.The productivity difference in various regions of Shandong is gradually expanding. Theagricultural TFP growth rates in eastern, middle and western regions present σ convergence inthe long term. Agricultural TFP growth in the province and the eastern and central regionspresent absolute β convergence and conditional β convergence. It indicates that there is a clear"club convergence" feature. Absolute β convergence does not exist in the western region, butthere is a clear conditional β convergence, indicating that agricultural TFP growth is movingin their steady-state level of development.Fourth, by analsis the citrus influential factors of Shandong Agricultural TFP growthwith the regression model, econometrics regression results showed that agriculturalinfrastructure construction, the degree of agricultural industrialization, the quality ofagricultural laborers, urbanization level and government policies had significant positiveeffects to Shandong agricultural TFP change by different degrees. The impact of governmentagricultural policy to agricultural TFP change passed the1%significance test, agriculturalinfrastructure, the degree of industrialization and agricultural labor quality performedsignificant at the5%level, rural urbanization also passed the10%significant test level.Finally, based on the discussion above，the author put forward the recommendations asfollows：First, give full play to its advantages of resources of Shandong agriculture, increaseagricultural resource utilization, regulate the structure of agricultural economic, to acceleratethe industrialization of agriculture development. Second, support and encourage agriculturaltechnological innovation, increase agricultural technology promotion efforts, improve theconversion rate of agricultural scientific and technological achievements, and achieve modesteconomies of scale. Third, correctly understand the issue of the regional difference ofagricultural development, and coordinate the regional agricultural economy, ruraldevelopment, and comprehensively improve the overall agricultural production capacity.Fourth, increase investment of agriculture to support efforts to adhere to the agriculturalpolicy which beneficial to fomers, selected in accordance with the economic developmentmodel of agriculture, agro-industry development to support local characteristics, to achieveeffective integration of resources and markets.
