The Mechanism Research Of Development In Restricted Development Ecological Areas Of SouthNingxia

Livelihood capital has close relation with farmers’ income and expenditure, determining the livelihood of farmer strategy, influencing the development of regional mechanism and development model. Based on the method of participatory rural appraisal (PRA), through the questionnaire survey of the restricted development of ecological zones of southern Ningxia, including5counties (Tongxin county, Haiyuan county, Xiji county, Longde county and Pengyang county),15townships,30administrative villages,941farmers, combined with in-depth interviews of the village cadres, the typical farmers and religious figures, under the frame of sustainable livelihoods analysis (SLA) of the United Kingdom department for international development (DFID), using SPSS mathematical statistical analysis method, three types has been divided, including national (Hui and Han nationality), Terrain (mountain, river), types of farmers (agricultural households, households with combined occupations and non-agricultural households), to quantitatively assess farmers’ livelihood capital and farmers’ income and expenditure situation quantitative, to create non-agricultural index, to analysis the correlation between the income, all kinds of livelihood capital (human capital, natural capital, physical capital, financial capital and social capital) of farmers with non-agricultural index, to reveal the relationship between the livelihood capital and farmers’ income and expenditure and non-agricultural index, to explore the mode and mechanism of regional development combined with the actual.According to data analysis and spot filed investigation, some conclusions were drawn as follows:①The GDP of counties which has been studied accounted for a very low percentage, is lowest in the whole district In the past10years, the proportion of counties GDP accounted for the autonomous region had appeared different degree of decline. In southern Ningxia, restricted development zone is not only economic development lags behind, but also the economic growth rate is lower than the average level of autonomous regions. In these Counties long-term regional gap is still widening gradually, the difficulty of poverty relief is still huge.②In the studied area, farmers livelihood capital is low overall, characterized as:the weakness of human capital, the poor natural capital, the lack of physical capital, the shortage of financial capital, the weak social capital. The net income of the farmers is significantly related to non-agricultural index and quantity of manpower, material capital and so on, needed to improve farmers’ non-agricultural index and quantity of manpower, material capital.③The approach of labor service industry is widely used in the studied area, which should be paid great attention to strengthen. At the same time, the development of labor skill training and education also should be paid attention, to promote the human capital advantage; changing the pattern of traditional agricultural production, following the agricultural industrialization road and guiding of the third industry development were also needed.④Development model suitable for the study area are mainly agricultural industrialization development model (including prataculture and stockbreeding industry, modern farming industry, cold vegetables growing,potato breeding and planting, Chinese herbal medicine plant, nursery stock industry and the characteristics of horticulture, etc.), modern service industry development model (including leisure tourism industry, wholesale and retail trade, transportation, trafficking and their services, etc.), ecological migration model (including regional and international migration), labor service export mode and ecological compensation mode, etc.⑤Countries should strengthen the support of restricted development zone in southern Ningxia, including the improvement of the infrastructure and preferential policy.
