Our city devote major efforts to develop hi-tech industries and also introduce the labor-intensive industries from the easter region at the same time,which aim is to bring our industrial structure into distinct layers and quality,the quality structure that can meet the needs of industrial development and urban development.It is not only closely around the development strategy of "City with a Great Lake, City of Great Minds",and also can solve the difficult peasant-workers employment problem that caused by less-educated.The industrial structure in Western countries has been achieved highly development after three times of the industrial revolution.what is-called "three, two, one" mode. In addition. The eastern developed areas in China is also gradually realize the deepening of the industrial structure development, which initiates a large number of labor-intensive industries transfer from the eastern to the Midwest. Hefei has made significant achievements on the aspect of industrial structure adjustment since reform and opening-up. Our city not only devote major efforts to develop the private enterprise and the high-tech industry but also not forget the "industrial city strategic goal at the same time.Hefei as our province and even the national regional cities, it absorbs migrant workers obtain employment is not only related to the economic development of Hefei, and also about the prosperity of the whole province and even the central region.Migrant workers absorption volume from2002to2011increased from0.8million to2.8million in Hefei. Our city migrant workers present a series of characteristics with the emergence of new generation migrant workers, like high education level, more caution when choosing jobs,unwilling to engage in working long hours and hard work.The main industry distribution of migrant workers employment switch from the original manufacturing and construction industry to manufacturing and service sectors. There is a big difference between the new generation of migrant workers and old generation of migrant workers in job-finding, the construction industry gradually become the main employment options of the migrant workers that with mature years and low cultural quality.In2011, the secondary industry makes up a major part of Hefei industrial GDP structure, which accounted for55.1%, tertiary industries is close behind at39.2%, Agricultural GDP is accounted for the minimum only5.7%. The labor force structure proportion in three industries is24.2%,32.9%and42.9%respectively according to the proportion of three industries.From the above analysis, we can perceive that there is an imbalance between the output value of Hefei and the laborers absorbed by industry in Hefei. If the employments structure does not match with values that are created by each industry, then it means there is a large room for improvement in the industry. The industry absorbs lots of labors leads to the waste of human resource. Relatively, other industries that need more labor force have no suitable human resource quantity to match, so it is difficult to produce the capacity that should be for lacking of human resource, and then causes adverse impact on the development of the whole national economy. So, it is very necessary to adjust the industrial structure, meanwhile, to adjust the labor force employment structure.This article on the basic of macro-micro analysis to expound respectively the current industry structure adjustment and labor mobility in Hefei. According to the data of industrial structure and migrant workers employment in Hefei, this paper analyses the relationship between them and the influence degree, and draw analysis conclusions and policy recommendations. |
