This paper takes Gongchangling District mineral company as an example to study and analysis that large state-owned enterprises in the reform process from two angles of Sociology of organization and technology, organization structure of property right change and technological means to improve organizational relationship. on-the-spot investigation, on the basis of first-hand data. In this paper, the technology, organization of state-owned enterprises and the relationship between organization and technology as the research object, process and conditions its change in a large background. This article is divided into five parts.The first part is the article research background and summarized, and elaborated on the purpose and significance of this topic. We summarize the domestic and the organizational structure of foreign scholars, basic viewpoint of property rights change and technological innovation, and on the basis of the induction and consolidation. Introduces the basic concept of the theory and the concrete research methods. The second part introduces the basic situation and the development course of the case-Gongchangling District of the mineral company, and discussing the same point and the different points of China’s large state-owned enterprises and leads to the topic problem the relationship of organizational, technology and property rights.In the third part, the field survey to get the study on the organization structure of from planned economy to market economy analysis, the stability and change in the process of change before the organization and technology, explain how restricting technology, technology to turn to the organization. The fourth part mainly discusses the relationship between the system and the property, the property right reform is the essence of the incentive system, namely the welfare management incentive system, has not yet happened in technology system change of state-owned enterprises in the interests of the community, the pattern formed by the property right system and no real change. The fifth part tries to discuss the relationship between technology system and the mine company within the area of social life, skills while improving, production increased, but the inherent technical system has not changed, with the technology system and generates a variety of social life service, basic social setting has not changed. The sixth part is the summary of the above argument, found in how because no substantial breakthrough the plight of out of state owned enterprises, change the property right is not a panacea, the academic circles pay too much attention to the function of property rights reform, state-owned enterprise reform can’t come out with the explanation of the property right incentive cycle efficiency. Conclusion: with the same technology conditions, any property organization of change will not improve the efficiency of state-owned enterprises and improve the welfare brought from resource distribution inequality in the true sense.
