Since the founding of new China, land issues, especially the rural land problems, and the governance problems, especially the village governance issues have been the concern of state and the rural researchers.And it becomes a research focus when these two sides influence each other and affect every aspect of the whole village.A village in Sichuan province is chosen in this paper as the research unit, which has experienced rural governance changes, like the most of the village in China.This village is under different types of authority governance for most of the time.During the process of its governance changes, the change of the village land property rights has a great influence on it.Meanwhile, authority governance also has the counterproductive effect on the change of the village land property rights.These two aspects affect the development of the village as well.This paper focuses on the description and investigation of these three aspects, and discusses how to make the village establish democratic governance.The village,with the deepening of the personal land property rights, changed from the collapse of traditional authority management to charismatic authority management, and then led to the concentration of land property rights to further strengthen village authority, which boosts the village economy while weakens the villagers’autonomy, in particular, the role of democratic governance.This paper believes that the traditional rural governance needs to be transformed and that the deepening of the personal land property rights makes the village authority governance more stable.In the period of comprehensively deepening rural reform, it makes good sense to explore suitable, standard and dynamic way of rural governance or mechanism as well as the strengthen democratic governance. This paper is divided into four parts:The first part is the introduction that introduces the background, purpose and meaning of the research and defines concepts and systemizes ideas and methods and literature review of the reserch;The second part is the influence of personal land property rights on the village authority governance;The third part is the counterproductive effect of the village governance on the the farmland property rights; The fourth part is the impact on all aspects of the village with the continuously deepening personal land property rights and the increasingly stable village authority governance;The fifth part is the summary about the defects of the existing governance model and the discussion on how to establish effective democratic governance in the village.
