The Research Of New Rural Construction In Xiuwen County Guiyang City

Since the implementation of western development policy, especially the Guiyang’s economic strategy was adjusted, the economy of Xiuwen county in Guiyang has been developing rapidly and people’s life has been greatly improved. However, the agricultural development has lagged behind, and the development of agriculture and industry is not balanced. Meanwhile the income of the farmers and the rural ecological environment has not improved obviously. The gap between urban and rural areas is increasing gradually, the "agriculture, countryside, farmer" issue has greatly restricted Xiuwen county’s development. In such situation, how to promote the development of the new rural construction in Xiuwen County, coordinate urban-rural development, narrow urban-rural gap, so as to achieve the balanced development of the society become a big issue to be resolved.Through the investigation and study, combining the overall objective of new rural construction and the home and abroad experience of rural construction, this paper tries to find a method of new rural construction and provides some reference for Xiuwen county’s economic and social balanced development.This paper consists of five parts. The first part mainly introduces the purpose and significance of the research, and the research status of rural construction at home and abroad based on the literature analysis method, the research ideas and methods and the innovation.The second part mainly introduces the objective basis and overall goals of our country’s new rural construction. The third part introduces Xiuwen County’s economy and the present situation and problems of new rural construction. The fourth part is the key part of this paper,which give some suggestions to promote the new rural construction in Xiuwen county.To achieve the overall goal of the new rural construction in Xiuwen County, the suggestions include5aspects those are promoting production increasing the income of farmers, optimizing the rural living environment, promoting rural public utilities,and strengthening grass-roots democracy, This paper provide specific measures to achieve each aspect’s goal. The fifth part introduces the successful experience of rural construction at home and abroad.The innovation of this paper lies in introducing the three most representative modes of modern rural construction in some developed-countries such as USA, Japan and France and two typical cases of Anji county and Taicang county at home, whose natural environment and economic environment are similar to Xiuwen County. We hope to give some advice of the new rural construction and the social development in Xiuwen County by introducing the abroad advanced experience and the domestic typical cases.
