Human resource management outsourcing is one of the contents of businessoutsourcing market. It has a long history in foreign countries. In contrast, the humanresource management outsourcing market of domestic enterprises in China is stillunder way to a mature state. Therefore more and more enterprises are introducing thestrategy of “human resource management outsourcing” as management innovation inthe process of internal management and internal construction, so as to be adapted tothe social and economic development. Although any new things in their developmentprocesses will encounter some new problems and difficulties, they usually do showunprecedented explosive force as they are growing up. There is no exception to Chinamarket of human resource management outsourcing. Many practical cases have wellproven the superiority and the potential of human resource management outsourcingwhich has brought huge benefits to the enterprise management. At the same time, weare also easy to see some problems or even certain loss arising in the implementationprocess of human resource management outsourcing for some enterprises due tovarious reasons. Therefore, human resource management outsourcing is adouble-edged sword with advantages and risks coexisting.This thesis takes Hunan JUNHE group as the research object, aiming to makebest use of human resource management outsourcing, the so-called double-edgedsword, in the implementation of outsourcing process, and finally to maximize theefficiency of the enterprise. By combining theories and practices of human resourcemanagement outsourcing, the measures to avoid the risk of human resourcesoutsourcing are researched and analyzed in detail and in depth. This paper firstintroduces the current status of Hunan JUNHE group and its human resourcesoutsourcing. According to the operation flow of the group’s human resourcemanagement outsourcing process, some methods and indices are then proposed tonecessarily assess the outsourcing risk. Finally the measures are proposed to avoidHunan JUNHE group’s human resources outsourcing risks.This thesis presents the study of the human resource management outsourcingrisks and the avoidance measures for Hunan JUNHE group, which provide guidance tothe group’s human resource management outsourcing. It is also of high reference toother similar enterprises.
