With the development of knowledge economy and the social division of labor, human resource management outsourcing has gradually become an important method for enterprise to enhance the core competitive ability. Through the successful implementation, the enterprise can reduce the cost of operation, improve management achievements, promote strategic value of human resource department, concentrate on its own core business, and gain advanced experience. However, human resource management outsourcing faces various risks. Once these risks occur in situation that the enterprise has not been able to provide the risk-control plan, they will make serious damages to the enterprise, causing the outsourcing to be unable to achieve the result. Therefore, it is of significant value to recognize and assess the risks in human resource management outsourcing.Based on the literature and the project classification method, this paper classifies and defines the risk factors in human resource management outsourcing and consititutes the contrast tables to provide the consulting reference for enterprise in risk identifying. Then through the contrast analysis on existing risk assessment technologies, this paper for the first time introduces a constitutive method in the project management, namely the risk matrix to evaluate the outsourcing risk, which concertrates on the calculation between risk impacts and probability. Borda value is also used in the risk matrix to rank the risk factors. And with the help of AHP to get the weight of each factors, the total risk of outsourcing can be calculated. Moreover, the paper also enters the training project risk assessment through the W city enterprise case study, applying Risk Matrix 2.20 and ExpertChoice11 to simplify the complex computation. Through above quota appraisal system, it proposes a more explicit and convenient way to calculate outsourcing risks.Also, it sheds some lights to the practitioner enterprises in human resource management outsouring practice.
