At the end of2012, we have accumulated more than$29.5billion in the agricultural usage of FDI field, now that China’s opening degree is increased and the global market trend of economic integration has been increased in size, the amount of FDI will be more complex with China’s agriculture, and there will be more significant breakthrough both in the quality and quantity of the agricultural utilization of FDI. However, contrasting to the trend that the agricultural use of FDI scale is continually expanding, the agricultural production technical efficiency in China is generally low, according to a rough estimate, our country agricultural production technology efficiency of the national average is about50-60%at present, it still exists a conclusive bigger gap while compared with the developed countries such as USA which agricultural production technical efficiency is75-85%at average.In theory, the FDI will have a certain impact on the agricultural production technical efficiency in china. From a practical point of view, it’s true that the regional difference of agricultural usage of FDI and agricultural production technology efficiency among China’s three major regional exist, but does the regional difference in effects of FDI on agricultural production technical efficiency among China’s three major regional really occur? If yes, how to set up the agricultural FDI policy in order to promote the role of FDI in agricultural production technology efficiency among different regions to achieve the maximum? If these problems can get a reasonable explanation, it will make a great and positive difference to promote the China’s agricultural output, improve China’s per capita income of farmers and increase the safety of food supply.Then this research hold a hypothesis and make a verification on the FDI’s effect on agricultural production in different areas in China, and carry on a thorough analysis of the effects with combining the vivificated results.Firstly, it makes a calculation about the influence of FDI on the technical efficiency of agricultural production in China, finding that the middle regional influence of FDI on agricultural production technology efficiency is the highest among the three regions and higher than the national average level, while in the eastern and western region, the effect of FDI on the technical efficiency of agricultural production value even has not through statistical tests; Secondly, it explores a try into the reason for the regional differences of this problem that appeared in the result of the calculation value of FDI affection with statistical analysis and empirical analysis method, in the external analysis, this paper points out the difference of each regional FDI capital scale is effected by different main factors including regional planting area, the agricultural workers, the number of agricultural investment in fixed assets and the financial support amount. In the internal analysis, we find that it is the regional agricultural labor culture level, local level and agricultural land use intensity from each region that make a contribution to the difference both of FDI’s the competition demonstration effect and the effect of human capital. In general, it can be summarized that the difference of the related factors among each region plays a role in diversity of the three major effects of FDI, resulting in the difference influence of FDI on regional agricultural production technical efficiency in China. Finally, this paper puts forward some policy suggestions for our country combined with the characteristics of FDI and the future direction of agricultural development and utilization of agricultural in China, expecting to provide some suggestions and references for making good use of the reform and opening up opportunities, vigorously absorbing FDI, and building modern agriculture.
