| Policy is actually the expression of public willingness which shall be realized by implementation. With the development of the politics, economy, culture and social progress, the policy environment is being increasingly complicated. The interest interactions between the policy implementer and receiver have been diversified and the force of the policies is confronted with severe challenges. Facing the new era of strategy transformation, how to deeply implement policies in rural communities where marketing and modernization are happening is a major subject for domestic researchers. Currently, we have3major subjects in rural places, namely the separate villagers, the beyond-institution village committees and the local governments who believe in the philosophy of "doing nothing". To break the fixed traditional thoughts and balance the interests between different parties has become a major obstacle in the way of booting rural economic growth. This thesis paper targets on a case analysis of the failure of a policy implementation in a village, attempting to elaborate the action logics of the3under the motivations for private interests. It is the final goal for this paper to figure out the "bucket short board" for policy implementation and to provide theoretical support for its improvement. |
