Research On The Implementation Deviation Of The Policy Of Returning Farmland To Forests By Township Governments

The implementation of the new policy of returning farmland to forest is a major decision made by the CPC Central Committee and the State Council,which bases on the survival and development of the Chinese nation and the sustainable development of the economy and society.In this paper,a new round of policy named returning farmland to forest is implemented by township government as the research object.Through the investigation that is the implementation of this policy in B town of W city in Yunnan province,combined with the related theory,discuss the results including achievements and deviation during the process that township government carried out this policy,expound the concrete behavior in the process of policy implementation performance,analyze the behavior of township government and the reason why township government's public policy arose deviation,put forward optimization ways of township government policy implementation.The specific structure of the paper is as follows:First of all,State the policy background,and then summarize the theoretical and reality value of the topic,and then expound domestic and foreign public policy,public policy implementation,the policy of returning farmland to forest,which lay a solid theoretical foundation for this paper.Secondly,describe the township's geographical conditions and returning farmland to forest policy,discusses the theoretical basis of this paper that is the horn model,the theory of principal-agent theory,organization coordination theory,and use data in the form of charts to illustrate change of policy implementation effect,not only show the completed task of returning farmland to forest,but also point out the deviation of the township government in the process of returning farmland to forests.Thirdly,according to the deviation of the township government in the process of returning farmland to forests,combine with the current situation of the township government,base on the theoretical basis of public policy,analyze the reason why township government's public policy arose deviation.Finally,put forward the optimization path of township government policy implementation,and summarize the whole paper.
