As one of the important policies of the country, the implementation of the project of returning farmland to forest will play an important role in promoting the development of regional ecological economy. This will be the Saline Lake area as the research object, the income change trend since the implementation of returning farmland to forest farmers in the Saline Lake area of forest policy were analyzed and classified and described from the policy of returning farmland to forest on the degree of influence of the new generation of farmers, the use of STATA10.0 statistical software for the data after the preliminary summary, Mincer human capital study on the influence factors of equation, the new generation of migrant workers of non-agricultural income, the non-agricultural income of the OLS (least squares) regression analysis.According to the analysis, results showed that the average daily rest time, in returning farmland to forest project work time, training, education, participation in returning farmland to forest and non-agricultural income per capita of the new generation of farmers are positively correlated; farmland area, in returning farmland to forest project work time square is negatively related.Daily rest time, to participate in the work of returning farmland to forest project time, whether to accept the training, the area of arable land and other variables under the t p<0.001 test, and the new generation of farmers' non farm income of high correlation. Finally, whether or not to accept the training of the new generation of farmers' non-agricultural income high correlation, partial regression coefficient is the education and training of 0.1119, in the implementation of the policy of returning farmland to forest, the new generation of farmers for training and education demand continues to increase, in order to enhance labor skills, thereby increasing employment opportunities, achieve monthly non farm income growth.In the implementation of the policy of returning farmland to forest in terms of time, it is related to the impact of the new generation of farmers for non-agricultural income, the partial regression coefficient of 0.0270, each additional 1 years of work, the average monthly income growth rate of 2.70%. The data statistics, which is combined with the present situation of the Saline Lake area, and puts forward the corresponding countermeasures, which are optimization of regional non-agricultural industry structure, increase of the new generation of farmers training, vigorously develop ecological agriculture, and strengthening the policy of returning farmland to forest subsidies, so as to ensure the implementation of farmland second stage Saline Lake district forest policy, increasing non-agricultural the new generation of farmers' income.
