Returning farmland to forest is a major strategic decisions made by our government which is to improve the ecological environment and realize sustainable economic and social development. Farmers is the micro-main that implements the decisions. It is known that the behavior of farmers is subject to its interest. The ultimate goal of participation in returning farmland to forest project is to obtain revenue and to maximize their benefits. Therefore, whether to achieve their economic objectives is key to stimulate farmers to participation and the premise of prompting returning-farmland-to-forest engineering consistently. Only the full realization of economic interests of farmers for the Green Project to lay a solid micro foundation for returning-farmland-to-forest engineering, which is of greater significance to Gansu which is located in underdeveloped areas.This paper consists of five parts. The first part briefly makes description and evaluation of existing research results at home and abroad. The second part focus on reviewing the process of returning farmland to forests in Gansu Province, summing up the successful experience and analysing the existing problems. The third part firstly analyses internal and external environment in which farmers locate, sums up the characteristics of the psychological characteristics and behavior and innovatively explores farmer-behavior logic in the process of returning farmland to forests. On this basis, the part analyses inside and outside mechanism by which returning-farmland-to-forest policy influences income of farmers. The fourth part is empirical part which analyses farmers'income of the typical major areas-Zhang County of Gansu Province around the returning farmland to forest. On the basis of the theoretical and empirical research, the fifth part from reality of economic development of Gansu comes to a conclusion that the Government should continuously protect follow-up policy of subsidies about returning farmland to forest and furtherly improve economic and social development to promote returning-farmland-to-forest long-term mechanism.
