This paper carries on a system calculation of previous human capital-related data from1988in Hainan and studies its impacts on economic growth, and draws to a conclusion that there is a remarkable positive correlation between Hainan human capital and its economy. Human capital enjoys a later-mover advantage in poor areas, hence Hainan seize the opportunity and turn it into a late-developing benefits. This paper shows a balanced and steady contribution rate to economy from three factors of production since Hainan was established as a province, Hainan adjust its industrial structure in a good direction and has achieved a lot. This paper provides an example for poor areas in terms of economic development and further proves the great importance of human capital.With the approach of average education method this paper estimates human capital stock and calculates its quality from1988to2012in Hainan. It also works out previous physical capital stock of Hainan by applying the perpetual inventory system. Then, it builds a BLUE regression model based on the New Economic Growth Theory and analysis the impacts of human capital inputs. This paper’s data is mainly gained from Hainan Province’s Statistical Yearbook on the CNKI, small parts are collected according to Hainan Statistical Bureau.This paper includes five parts:The first part introduces the background, purpose, significance and methods of the research; The second part describes the relative overview research on human capital and economic growth; The third part analysis the current situation of Hainan human capital and estimate its stock; The fourth part describes the human capital theory and empirical analysis; The fifth part describes policy recommendations.
