According to the theory of Human Capital and Economic Growth, economicdevelopment should be affected by physical capital and human capital. This paperconsiders that whether the carrier of human capital has enough vitality can also restricteconomic development, it means that is the extent of talent vigor will impact theeconomy growth. The role of human capital promoting in the economy should beaffected by many factors,like local policies, systems, environment, culture, etc. Thesefactors influence the degree of excitation and release of human capital, which can alsoaffect economic growth, and in turn, these factors also subject to economic development.In this paper, these " soft factors " be extracted to form the "talent vigor" concept."Talent vigor" is a concept that is determined by an area’s level of economicdevelopment and population structure, subjected to local policy, institutional,environmental, cultural and other factors, and is reflecting the degree of excitation andrelease of the whole quality of talent in the region. It is limited to local talent supplypotential, showed by growth of talent, talent mobility, talent innovation and ability totake risks, and ultimately determine the effective productivity of talent.This paper studies the existing literature and theory, and establish the evaluationsystem and the index model of Talent Vigor through the qualitative research of thehuman vigor’s structure. Put the Talent Vigor together with human capital into theproduction function to eatablish the economic growth model. Empirical results of themodel reveals the contribution rates of human vigor to economic growth. According tothis conclusion,this paper puts forward talent policy Suggestions. Conclusions of thisstudy is to enrich the human capital theory and the theory of human capital andeconomic growth, and it has important theoretical significance.In this paper, the structure composed of six chapters:In the introduction of the first chapter, the paper defines the Talent vigor, givesthe analysis of the background and significance of the study, describes the content andmethods and innovative points of this study. Then elaborated the theory of existingresearch literature review in the second chapter.Chapter II to Chapter V is the main content of the paper. The second chapterintroduces the theory, which constitutes the integrity of the study. Then entering modelbuilding in the third chapter. Firstly, this paper established a dynamic talent evaluation model, mainly formed by talent development, talent mobility, talent risk play, talentability to take risks and innovation efficiency.and presents econometric model of talentvitality index. Secondly, this paper puts talent vigor and human capital together toproduction function, and construct a mathematical model based on human capital andeconomic growth model.The forth chapter is empirical research.This chapter through the1990and2012data empirical got the impact model of talent vitality, human capital on economicgrowth, and obtained the contribution of various factors, including the physical capitalstock, to economic growth. In Chapter V, this paper give policy research according tothe empirical results of Chapter IV. These advice mainly about three parts that aremacroeconomic policies, personnel policies and enrich of the human capital policies.The last chapter of this study is a summary. It summarized the conclusions of thisstudy, and descript the limitations of this paper.
