Aging challenges the traditional family-based and land-based support mechanisms, therefore the basic living standard of rural elderly has become a critical concern for both research and policy makers in recent years. To address this challenges, in2009the Chinese government introduced the New Rural Social Pension Insurance Program (NRSPIP). Using a unique regional data set from5provinces,25counties,101villages and2020households in rural China, we summarize existing research about NRSPIP, particularly concerned with the relevant literature "bundled payment system".We mainly analysis on the impact of "bundled payment system", we find that the implementation of the "bundled payment system" is not conducive to enhancing enrollment rate. On this basis of empirical analysis, we make a few suggestions to enhance the attractiveness of NRSPIP for farmers. Specifically, we start from the following three aspects:First, governments at all levels need to strengthen the working ability, they must ensure the implementation of the system. Second, government should strengthen the publicity and education for farmers to make sure that formers cultivate awareness of participate in the NRSPIP. Third, government should establish a government-led, multi-level old-age security system. Meanwhile the relevant provisions of "bundled payment system" should be refined and the scope of bundle should be narrowed."bundled payment system" should be implemented differently.And government should expand the coverage of social assistance.and ensure that the NRSPIP really play a role in the protection of the basic living for elderly in Rural.
