An Analysis Of Social Effect Brought By High-speed Railway To Its Neighboring Areas

Our country has had a badly inadequate railway transportation capacity for a long time. With the rapid development of economy and society, existing general railway transportation fails to meet the needs brought about by a substantial increase of passenger and cargo circulation. Meanwhile, our country has an imbalanced economic development, industrial distribution and resources distribution among its central, eastern and western regions. They decide that our country have to address the intense pressure from passenger and cargo transportation. Besides, in general railway construction, a large area of land is occupied; in its operation, much oil and coal is consumed and much exhaust gas is generated; a low speed of operation restricts its transportation efficiency. Driven by these, high-speed rail comes into being which has a high speed and a large transportation volume, conserves energy, and is friendly to environment.This thesis focuses on researching the social benefit of high-speed rail. In the process of writing, the author defined the social effect of high-speed rail as:The impact on living environment, behavioral pattern, and governmental services. Including regional accessibility, regional migration movement, national and urban infrastructure construction, regional transportation capability, resource conservation and environmental protection and urbanization process due to the high-speed railway’s construction and operation. Its main significance lies in the transformation of the previous research perspective based on economy, and helps to provide a theoretical basis for studying the social effects of high-speed railway; Second, through analysis and study the social effect of high-speed, and weigh up the comprehensive benefits, we can design and develop the high-speed project which have economic, social and other comprehensive cost-effective to improve the revenue. Otherwise, it is of benefit to provide reference for other project through the empirical analysis about the social effect of Zhengzhou-Xi’an High-speed Rail. And then, put some policy recommendations to maximize the effects of high-speed railway from policy perspective.This article take Zhengzhou-Xi’an high-speed rail as an example, and analysis the social effect to its neighboring areas mainly based on the methodology of empirical analysis and comparative analysis. Finally, he get the following conclusion:(1)high-speed railway have an obvious effect for strengthen the accessibility to its neighboring areas;(2)high-speed railway can promote the regional migration movement while strengthen the accessibility;(3)as an important transportation facility, which has a significant effect for national and urban infrastructure constructions;(4) the mode of transportation passenger and cargo diversion can greatly release the pressure of railway freight transportation, and promoting the regional freight capacity, also can lay the foundations for the optimization of railway service quality;(5)the traction mode of electricity take the place of oil can save a large amount of energy resources, and achieved the effect of protecting the environment;(6)The operation of high-speed railway promoted the circulation of all kinds of factors of production, provide an important support for the urbanization development.
