With the acceleration of global economic integration process, the development ofhigh-speed railway will become double-edged sword of a country’s economic development. Howto make right use of high-speed railway economy to lead the overall development of theeconomy becomes an important issue that all countries must face. The first “The Interim andLong-term Plan of Railway Network” of China released in2004, and it kicked off thedevelopment of high-speed railway. After nearly a decade of development, the high-speed rail ofChina become the fastest running speed, the longest operating mileage, the largest scale underconstruction, and the strongest integration capabilities in systems technology in the world.Economic development of high-speed rail of our country can have great significance onpromoting the exchange and balanced configuration of Personnel, resources, energy, andpromoting industrial restructuring and the integration of regional economic. The official openingof the Beijing-Shanghai high-speed rail in the July of2011, as one of the five original citiesalong the route, Jinan are walking into new era of high-speed rail. In such background, researchthe strengths and weaknesses of Jinan in the economic development of the high-speed railway,against the problems of economic development of the high-speed rail of Jinan, proposingtargeted solutions, having important significance.This paper studied with the using of normative research method, case study method,descriptive research method, summarized method, comparative study method, and other researchmethods. There are seven chapters study, the first chapter expounded the background,significance and innovation of this article, reviewed the related research of domestic and foreign.The second chapter of this article makes a summary of the economic theory of high-speed rail,such as the concept definition of the high-speed rail, the economic theory of high-speed rail, andthe characteristics of high-speed rail, the theory of high-speed rail and economicdevelopment. The third chapter of this article described the basic situation of the high-speedrail of Jinan, using the analysis method such as PEST and SWOT to analyze the economicdevelopment of the high-speed rail in Jinan. According to the analysis of theory and practice, theforth chapter of this article raising the problems of economic development of high-speed railway in Jinan. The fifith chapter of this article described the experience of economic development ofthe high-speed rail in home and abroad, such as Japan, Frankfurt, South Korea, Hangzhou,Wuhan, Beijing, and Tianjin. The sixth chapter of this article put forward the suggestions ofdevelopment of the high-speed railway economic in Jinan, such as building economicdevelopment circles around the high-speed rail station, improving two aspects and three levels ofthe environment, using Beijing-Shanghai high-speed rail to promote the development of Jinanhigh-speed rail. The last chapter is the conclusion of this article.
