With the increase of the National power market requirements,power engineering and technical services for construction projects get larger in size and get more and more. It also become a critical factor for an enterprise to carry out multi-project management in the integrated enterprise management. X company is a comprehensive enterprise whose business scope covers PMC and EPC as well as technical services for thermal power, wind power, biomass power project and for power plant. It has become an important issue for X company to make scientific and effective human resources management and allocation to solve human resource sharing conflicts while a number of projects jointly implemented at the same time so as to promote company development.In this paper, the author uses the literature analysis method, empirical analysis method, questionnaire survey method, qualitative and quantitative method to build human resource allocation model applicable to the construction of the multi project environment of X company. Detailed study is provided in the following aspects.1. Author did research on human resources configuration in the course of developing multi project of X company. Take advantage of multi-project management experience in power engineering and technology service enterprise, author proposed multi-project human resource configuration model based on the analysis of domestic and foreign reference literature and research.2. The author established the dimensions and elements and the weight of each factor for poject priority level and develop project evaluation system of priority level. The human resources are classified according to the functions based on grading of personnel abilities. Author analyzed and confirmed the strategy development objectives, and establish the multi-project organization based on project management office. Human resource allocation is based on project prioritization and personnel classification and dynamic management of human resources is carried out through multi-project information management system.3. Through analysis of problems of human resources configuration under multi project environment, author proposed the organizational guarantee mechanism in which measures are proposed such as employee training,multi-project self-development and performance evaluation, technical specialist management etc in HR structure adjusting and also analysis is made through application examples.Author proposed a set of management system for human resources configuration in multi-project environment. They solved some problems of multi-project management in X company and bring some reference value for human resource management of the similar company in the multi-project environment.
