During the period of the tenth five-year plan, the civil aviation airport system reform has realized significant transformation. Constructing the income distribution system to meet the modern enterprise management requirements and the mega airports operation needs can match the salary system and the enterprise development strategy. They are the great contents of speeding up the operating mechanism transformation of XAY airport, improving its management level, speeding up its construction and development. The rational salary system can not only effectively motivate staffs enthusiasm, initiative and motivate staff diligently work to realize the enterprise development strategy goals, but also can attract and retain higher quality staff in the fierce market competition environments. Designing the salary system of state-owned enterprises and establishing the salary welfare system that is in accordance with the airport industry characteristics and matching the enterprise strategy requirements can promote the enterprise strategy into practice, and also have great significance for the enterprises’sustained, rapid and healthy development on the new starting point.This paper adopts research method of integrating theories into practice, combining the theories and approaches of management, human resource management, organization behavior and management consulting into actual cases. It comprehensively uses salary management knowledge, combined with work practice, in view of existing problems in the salary management and salary system of XAY airports, it studies the new salary system design plan, analyzes the advantages and disadvantages, sums up the experience, puts forward the salary incentive measures that are suited to the characteristics of the state-owned enterprise. This can make the practical work improve and upgrade, and take references for the same enterprises in establishing competitive compensation systems.Based on the theory of modern compensation management, the purpose of this paper is to adopt scientific salary management measures, research the XAY airport’s salary system design plan and its implementation, concludes the successful experiences, analyzes the advantages and disadvantages, so as to establish the internal fair and incentive modern salary system, which is good for the XAY airport to accumulate its future modern salary system experience and also take references for the same enterprises salary management.
