2011is the year of "Kicking Off" of the12th Five-year plan. During this period the railway construction investment will reach2.5trillion. After several years of development, the rapid development of high-speed railway, has accumulated a lot of experience in advanced building technology has reached the international advanced level.However,Chinese Railway’s operation and maintenance management has always been the traditional system and mode that the country allocates the managements to local railway bureau. With the rapid development of Chinese electrified railway, the Chinese railway will usher into a unprecedented period, including three peak:the peak of large-scale railway construction, the peak of operation of a great number of newly built railway, the peak of manufacturing and utilization of new technology and equipment. Operational management by the local railway bureau, government and enterprises could not separated, less efficient, more costly railway operating officer management system can not adapt to this rapid development. Therefore, the use of high-speed electrified railway commissioned by the enterprise management model, in adapting to the needs of society and the state came into being in the context of railway planning.In this paper, the development trend of China’s railway first do the analysis, in a period of rapid development of railway construction, the original business model is not suitable for the development of new railway, we must build a new model. This article first introduces the research methods and ideas as well as domestic research status of operations management reform, this paper outlines the background to the establishment of the object. On this basis, introduced the company’s current situation and future strategic direction for some time. Combined rail trends through analysis, pointing out that the company has strengths and weaknesses, the current and future opportunities and threats facing. Finally, in the formation of patterns of operation, improve internal management, to deal with external threats and other aspects of the company are given suggestions for improvement. Purpose is to analyze the company’s research and find a suitable model system reform of China’s railway operators, railway operators for our system and delegated administration mode applications can draw on to provide some reference to the high competitiveness of China’s railways, the the overall level of China’s railway to a new height.
