The Spatial Coincidence Degree Of General Plans For Land Use Evaluation Studies

the general plans for the land use is an important component of the general land use planning system,is the leading of land use management, plays an extremely important role in our land management career. With the development of the new urbanization, industrialization and agricultural modernization, and thecontradictions between demand for land especially land for construction are increasingly outstanding, it becomes essential to implement the general plans for the land use. In this paper, the measurement model that is targeted at the earth mapping spots of the process and result of the implementation, using zoning, the space goodness of fit of areawith takingthe degree of spatial fit into the overall land use planning implementation evaluation.The implementation of general plans for land use of Zhong Xian were evaluated, that not only evaluates whether the number of changes over the class meets planning objectives, but also analyzes the spatial location meets planning objectives. The main contents and conclusions are as follows:(1) On the basis of fully understanding ofland use planning study of domestic and foreign scholars, from the view of the space goodness of fit, and combining the space goodness of fit with the implementation evaluation of general plans for land use,this paper constructs the measurement model of the space goodness of fit of the implementation of the plans,measures the space goodness of fit of the process and result of the implementation of the plans from three terms which include the ground spots, using zoning and region.(2) Constructing a transformation matrix model to analyze change of the land use during2009-2012in Zhong Xian. The space goodness of fit ofthe earth mapping spots of the process and result of the implementation, using zoning and area is gotten fromland that was transformed by land category and planning objectives added, extracting the part that doesn’t meet the overall plan and measurement model of the space goodness of fit.(3) Taking the2012as the evaluated target, through spatial analysis, adding the current situation of the land use of Zhong Xian in2012and planning objectives by AICGIS, extracting the partswhich include that the result of the implementation meetsplanning,that the result of implementation has changed but doesn’t meet the planning and that has been planned but not yet been implemented. Finally, the space goodness of fit ofthe earth mapping spots of the process and result of the implementation, using zoning and area can be gotten fromusing the measurement model of the space goodness of fit.(5) The measurement result for the space goodness of fit of the planning indicates thatthe space goodness of fit ofthe earth mapping spots of the process and result of the implementation, using zoning and area are not up to par value of1, indicating that there is a phenomenon that the current situation of land use doesn’t meet the planning objectives in spatial location and quantity during the process of implementation of planning; there is a big gap between the effect of the plan’s implementation and planning objectives in the result of the plan’s implementation.(6) Finally, analyzing the reason why the process and the result of implementation in Zhong Xian are not consistent with the planning objectives,mainly including land use planning partial changes frequently, an error between land-use base data and change data, Zhong Xian topic Ribbon positioning has changed, annual land use plan does not meet the planning objectives, the lack of monitoring of land use and flexibility of making land-use planning and so on. This paper puts forward the countermeasures and suggestions to solve the problem that the implementation space of the land use planning of Zhong Xian is not consistent from several aspects: strengthening the inspection of implementation of the land-use plan, strictly establishing the partial modification program ofgeneral plans for land use, the establishment of the annual plan reporting system, promoting land use change survey streamlinedand standardized, strengthening supervision and management review, accelerating the construction of "a map " project, strengthening dynamic monitoring of land use and carrying out the implementation of the interim assessment and planning revision.From the perspective of the space goodness of fit, evaluating and studying land use planning implementation, it is beneficial for the effective audits to the process and result of the plan’s implementation in quantity and spatial location, to ensure the successful completion of the current round of planning; it is beneficial for providing improvements to the next round of planning, reducing the risk that may exist in the next planning, in order to play better planning performance.
