The general land use planning is the blueprint of the land use,which is controlling and guiding the land use based on the anticipation of future land use.The land use should take the general land use planning as the standard,and base on the planning to carry out.However,since the planning is based on the anticipation of future land use and the economic society is uncertain,the planning is bounded rationality,it may not match to the society.Therefore,we need to make the implementation evaluation of the general land use planning to see whether the implementation is effective.And whether the planning fits the development of economic society,in order to make better use of the planning.Among the implementation evaluation of the general land use planning in the past,most of the studies focus on the result of the scale merit.They tend to ignore the process and the spatial factors of the planning.Therefore,it's important to study the implementation evaluation more scientifically and reasonab ly.The paper bases on the research overview and land use problems in reality,makes the study of implementation evaluation on general land use planning based on spatial consistency and performance.In the study,the paper studies the consistency of scale merits,the consistency of the structure and distribution of the lands and the direction of the land use from the process and the results.In the study of the performance,the paper according to the economical and intensive utilization of land resources and the efficiency of the land use,makes the study from the process and the results.And then,the paper use binary matrix to evaluate the four states of the implementation,dividing them to sub categories,and make suggestions on how to implement the planning according to them.In the end,the paper makes a case of Leizhou city,and takes 2015 as the actual assessing year to verify the study.According to the study,the paper draws conclusions below.1?In the spatial consistency evaluation,the spatial cons istency score of Leizhou city is 63.08.This means its implementation of spatial consistency is fair.It has some effects on controlling and guiding the land,effectively protects lands,controls the size and direction of land constructions.But it still has some flaws,such as flaws in the direction of land development,the size and arrangements of cities,the arrangements of countrysides,traffic lands and so on.Besides,we should clear that although the spatial consistency of the arable land is below,it do lead to positive affects.2?In performance evaluation,the performance score is 73.10 for Leizhou city,which is good.Reviewing it from the time line,after the implementation of the planning,the performance score of Leizhou city has increased to 5.5 times higher from 2009 to 2015.It has completed the transition from low to fair and to good.However,while comparing with the goals,the performance of 2015 still has a big gap between the goal of 2020.The usage level of lands still needs to be raised up.C itilization is slow,too.3?In the general evaluation of spatial consistency and performance,Leizhou city's score is not good.In fact it makes the medium state of the spatial consistency and the ordinary state of the performance.In the follow up implementations,while following the planning and the goal with orders,Leizhou city should try to fix problems such as chaos in constructions,not enough developments in constructions,lack of managements in land use,not enough intensive in time.Through enhancing the management of land using,auditing and controlling constructions of cities and countrysides,speed of relamation,speed of developing traffic lands and other lands,guiding enhancing the arrangements of land use,guiding the focus of land use,implement the planning in a better way.Through the example of Leizhou city,the study concludes that base on model of the general evaluation of spatial consistency and performance of the implementation of the general planning,we can clearly see the problems existing in the implementation,and effectively control the space.The focus of the process helps us see through the problems in implementation.Furthermore,it helps to evaluate the implementation of the goal of planning,and provides evidence for future implementations.
