Guiding agricultural production from extensive growth to intensive growth has currently become an important issue to be solved in China’s agricultural development. It is a common sense that technology progress can promote agricultural production, and the key in this transforming is to increase the contribution share of agricultural technology progress to agricultural production growth. However, on account of specific institutional environment, geographic locations and factor endowments, differences of technological progress speed in regions and contribution ratio of agricultural technology advance to the development of agricultural production exist. As Chongqing is a municipality with a set of big cities, vast rural and mountainous areas as well as large reservoir regions, its special spatial structure will no doubt leads to particularities in agricultural development. Therefore, it is both theoretically and practically significant to study on the impacts of technological advances on agricultural production in Chongqing.The essay aims at analyzing the effects of Chongqing’s agricultural technological progress on agricultural production development, deepening the understanding of related theories and forming application of policies, so that policy recommendations can be made in boosting Chongqing’s agricultural productivity. There are mainly three parts in this article. The first section is theoretical analysis of the impact of technical progress on agricultural production. In this section, past literatures or theories are reviewed, relevant modes will be constructed and mathematical analysis and derivation to be done; second part is a description of general characteristics and changing trends in agricultural technological advance in Chongqing. Comparing measuring methods in agricultural technology progress and choosing one that is suitable in this case. Through combining with processed data, precisely quantifying the agricultural technology progress, and describing individualities of technical progress in each district according to the results; the final part is the empirical investigation of the subject. After contrasting contribution rate of technology and various other elements in compelling agriculture production development, the plus-minus and extent of the impacts is defined.The results show that:(1) Ratio of technological advances in agricultural increases by years. Between the year2004and2012, the overall rate of that in Chongqing improves from0.061955to0.096671;(2) Technology progress has a significant and positive effect on agricultural production. Development of agricultural production in Chongqing mainly relies on technological progress, while the role of material elements is limited. During the same period, the contribution rate of technology reaches0.83551, meanwhile the ratio of land, capital and labor are only0.053798,0.105033and0.005598;(3) There are regional differences in the effects of technology advance on agricultural production. According to the five newly divided functional areas of Chongqing, the urban functional zone, ecological conservation zone and urban development zone has a relatively high rate of1.232859,0.971583and0.887904respectively during the nine years between2004and2012, the number of ecological preservation zone is0.733448. It can be seen that agricultural production growth in the former three areas entirely or largely depends on technical progress.The policy implication of the results points to further accelerate the speed and contribution rate of technological advances in agriculture in Chongqing, keep up with regional particularities at the same time so as to realize long-term stable and sustainable development of agricultural industry in Chongqing. Concretely speaking, measurements should cover:(1) Increasing investment in agricultural science and technology, enhancing financial investment in agricultural technology, and improving the management system of agricultural research funds;(2) Promoting innovation and promotion of agricultural technology, perfecting the construction of agricultural technology system, building agricultural technology innovation mechanism, and compelling the transformation and promotion of agricultural scientific and technological achievements;(3) Fostering agricultural science and technology talents, strengthening the construction of agricultural research staff, emphasizing the training of personnel whose duty is spreading agricultural skills, and increasing the intensity of the cultivating of new farmers;(4) Implementing differentiated strategies of technological progress, screening paths of realizing it, and the supporting force on the development of agricultural production should be different.
