It goes without saying that agricultural mechanization plays a major role in agricultural production. And it is always the core issue of academia research that the study on measuring the mechanization in the contribution rate of agricultural industry. Although a variety of calculation model about the study on the method of measuring the contribution rate of agricultural mechanization has emerged in large numbers in the academic circle, and a certain achievements have been obtained during the past few years, each kind of model has certain limitations, and there is no unified calculation method of the agricultural mechanization contribution rate in academic circles at present. Therefore, these are the problems that doing academic research has to solve in the future and that we study the existing measuring methods, analyze the shortcomings and deficiencies to improve it, consummate the study on the method of measuring the contribution rate of agricultural mechanization and form a unified, standardized measure. Based on consulting widely relevant information, this paper attempts to steer for the theory of system engineering and mainly researches the method to calculate the contribution rate of agricultural mechanization by using the combination method of qualitative and quantitative, the theoretical research and practical production. The main content and the results of this study are as follows:This paper analyses and clarifies the concept of agricultural mechanization and its contribution rate, defines the research category, and meanwhile, studies the elasticity and linear programming theory of agricultural production inputs and the output. That is conducive to provide theories for the research of the contribution rate of agricultural mechanization.(1)We research the calculation method of the contribution rate of the agricultural mechanization including delphi method, with and without product comparison, Cobb-douglas product function--Input and output elasticity of factors as a time-dependent variable, and data envelopment analysis method. The study found that measurement results of Cobb-douglas product function maybe develop into negative value. That is not agreement with the practical production. On the basis of above research, we present measuring and calculating method of the constraint contribution rate of agricultural mechanization rate. The improved method avoids the mistake that the numerical value of contribution rate of agricultural Mechanization is negative and is not agreement with the practical production.(2)This paper cites Heilongjiang province 1995-2012 years of agricultural production to use the above method to compute the contribution of agricultural mechanization rate. The calculating result of agricultural mechanization in Heilongjiang agricultural industry is 12.35% by data envelopment analysis method. Based on the growth rate equation of constraint method, the result is 10.72%.(3)We obtain the output elasticity of the inputs by using Cobb-douglas product function, Solow model and based on the growth rate equation of constraint method to compute the contribution rate of agricultural mechanization of agriculture. The average output elasticity of total power of agricultural machinery, Fertilizer inputs, crops sown area, effective irrigation area and agricultural labour force are 0.2072, 0.4781, 0.5872, 0.6211 and 0.0547. Taking that as the basis, we bring some agricultural increase production suggestions of speeding up the construction of agricultural water conservancy, fertilizer used in moderation and continuing to increase investment in agricultural machinery.(4)The result of this study is the development and improvement of the calculation method of agricultural machinery’s contribution rate. That provides scientific theory evidence for relevant departments and is conducive to promoting agricultural mechanization construction and promoting agricultural development. At the same time, that helps the relevant functional departments to understand the agricultural production and impels them to perform the functions that they manage, coach and monitor the development of agricultural mechanization and production and provide better services.
