In recent years, with the rapid growth of the end-of-life vehicles, the effective recycling has become an integral part of circular economy. However, the legal recycling situation of end-of-life vehicles in our country is challenged. The legal recycling rate just keeps between1%and1.5%, which is much less man that of the developed countries. Therefore, how to improve legal recycling of end-of-life vehicles has become more important. Furthermore, it is necessary for government to take diversified measures and make effective recycling incentive strategy for improving legal recycling of end-of-life vehicles.On the other hand, many participants are involved in the recycling network, and the recycling value of end-of-life vehicles is high. Therefore, in the recycling process, the reverse logistics network with cooperation of participant should be built. This effective reverse logistics network can ensure the collaborative cooperation and achieve the win-win situation of economic and environmental benefits.Therefore, the paper firstly analyzes the current recycling situation of end-of-life vehicles in our country. Then based on experienced management experience of foreign reverse logistics network, the paper studies the influencing factors on recycling ways of end-of-life vehicles, and establishes the selection model for recycling ways of end-of-life vehicles. The research result can provide decision-making advice for government to make effective recycling incentive strategy. Secondly, according to the current reverse logistics network of end-of-life vehicles, the paper proposes a new reverse logistics network with collection center. Then two-layer location model is established for location of collection center. Furthermore, the SCE-UA algorithm is designed to solve the model. Finally, according to recycling data of end-of-life vehicles in Liaoning province, the feasibility and effectiveness of the models are verified, and the optimal location solution of collection center is obtained. The research method in the paper can be also suitable for reverse logistics system of end-of-life vehicles in other cities.
