Research On The Reform Of Electric Power Management System In Inner Mongolia

Since the reform and opening up,chinese power industry has been developed quickly, electric power construction has made great achievements, power shortage has been improved obviously, the electric power industry strongly supports the rapid development of the national economy. With the development of power market, power management system exposes many malpractices. System of monopoly business hindered the optimal allocation of the formation of the power market and power resources. In order to promote the healthy development of China’s electric power industry and improve the competitiveness of the national economy, we must speed up the process of deepening the reform of electric power management system.The overall goal of the reform of the power management system is:to break the monopoly, introduce competition,improve efficiency,reduce costs,improve the pricing mechanism, optimize the allocation of resources,promote the development of electricity, promote the national network,constructing the government under the supervision of the government, fair competition, open and orderly, healthy development of the electricity market system. The main tasks of the reform of electric power management system are:the implementation of separation of plant and network, power generation and grid enterprises reorganization; implement the bidding,building the power market operation rules and regulatory system, regional electricity market competition, open to establish, implement a new electricity pricing mechanism; establishing generation emissions discount standards, the formation of new incentive mechanism for clean power the development of power generation enterprises; carry out directly from power stations to the power grid enterprise, change the exclusive power pattern; continue to promote the reform of rural power management system. Inner Mongolia is one of the earliest pilot of Chinese electric system reform, and can be used as a microcosm. The reform of electric system in Inner Mongolia is earlier. Based on power system reform theories through research at home and abroad,through the analysis and the shortcomings of Inner Mongolia electric power system reform, puts forward some countermeasures and suggestions to promote electric power system reform in the next step.I have taken a more detailed analysis for the present situation of reform of Inner Mongolia electric power management system, for example:the general situation of the development of the electric power industry in Inner Mongolia, the reform of Inner Mongolia electric power management systemprocess and the existence of Inner Mongolia electric power management system. Through the analysis found that, Inner Mongolia electric power industry has been considerable development since the reform of power system, but there are also many problems, for example:legal system lagged behind the reform practice, the reform of the interests of disputes are complex objects, electricity regulatory departments function is weakened obviously, current price structure does not meet the requirements of the development of the industry and the power market system is not perfect. Based on the above problem this paper gives countermeasures and suggestions as follows:first is to torevise the relevant laws and regulations, at the same time to improve the electric power industry as soon as possible; secondly is to suit one’s measures to local conditions, and step by step to promote electric power system reform; thirdly is to give full play to the role of powersupervision department; fourthly is to accelerate the tariff system reform; fifthly is to establishand perfect economic system of power market.
