Quantitative Analysis Of The Impact Of Electricity Market Reform On Renewable Energy Power In China

China has been at the late stage of industrialization,and its energy consumption is over dependent on fossil fuels,resulting in fossil energy depletion,climate change,environmental pollution and other problems.As the most energy-intensive industry,the electric power industry causes the greatest harm.Currently,the most effective and feasible approach to solve these problems is to enhance the development of renewable energy.The inherent advantages of renewable energy is its inexhaustibility,clean and low operating cost.However,there are still many constraints to its development In March 2015,China launched a new round of electricity market reform.this paper aims to analyze the impacts of the on-going electricity market reform on the renewable energy generation in the country.In this paper,the EnergyPLAN model is used to analyze the Beijing-Tianjin-Hebei region.First of all,based on the current policy environment,the paper builds the basic scenario,and analyzes the development of renewable energy in the context of the current policy environment.Then,according to the latest policies,the paper optimizes the basic scenario to build middle scenario.Finally,a more ideal scenario-high scenario is built.Then,the difference between the basic scenario and the middle scenario and the high scenario,and analyze how to achieve the target of middle scenario and high scenario.According to the analysis,there is still a big gap between basic scenario and the middle scenario and the high scenario.To achieve its renewable energy generation targets,power structure should be greatly improved,that is,increasing the proportion of the installed capacity of renewable energy..In addition,this paper discusses the effect of electricity mechanism reform on the renewable energy power generation from three perspectives:taxation mechanism,operation mechanism,and price mechanism The taxation mechanism is mainly aimed at pollution-free characteristic of renewable energy generation,and analyzes the changes of renewable energy power generation after levying carbon tax.In the scenario of operating mechanism reform,operating mechanism changes from the pattern of "independent power generation and unified management of the power transmission,distribution and sale" to the mode of "independent power generation and sale,fixed transmission and distribution".This paper will analyze the impact of this transform on renewable energy generation.As to pricing mechanism reform,the price mechanism changes from fixed price to market price.To realize renewable energy enterprises' competition in the market and profit guarantee,this paper selects the premium mechanism to analyze.Finally the comprehensive effects of the three mechanisms on renewable energy power generation are analyzed.According to the analysis,the taxation,operating and pricing mechanism reform all will promote renewable energy power generation.As time goes on,whilst the effect of taxation mechanism will be weakened,the effect of operating mechanism will be strengthened,and the effect of pricing mechanism will be stable.The overall effect of the three mechanisms will be greater than the effect of any single mechanism.
