Wind power is the focus on the development of strategic energy in our country.It is an important part of the energy industry structure in our country in the future. In2011, the wind power units installed45894units accumulatively and installedcapacity62.36million kilowatts in China. Compared with2010(cumulative installed44.73MW), cumulative installed has increased by39.4%.Adapted with a largenumber wind power project building, project management problems in the cost ofgradually become important issue to be solved in the wind power industry. Especiallyin Heilongjiang the old industrial base and big energy province, it has very importantpractical significance and social benefits that wind power project construction tostrengthen the cost management and further enhance the economic benefits of thewind power project construction. In view of this, with the red star wind power projectas the research object, the wind power project cost management problems on caseanalysis and empirical studies can not only provide decision-making reference for redstar wind project to strengthen cost control, but also to other wind power project hasimportant reference significance to improve the level of cost management. For the redstar wind power project cost management problems, can carry out the followingseveral aspects of research:First, with the rapid development of wind power industry in our country,especially the large wind power, building wind farms in areas with abundant windenergy resources project can not only alleviate the pressure of the local power loadand power consumption, but also can drive the regional wind power industrydevelopment, create considerable economic and social benefits. Look from Red Star wind projects, it has a total installed capacity of48mw, expected power generatingcapacity of101952.2KWH, return on investment is expected to5.07%, has goodeconomic outlook. At the same time improving the structure of the regional energy,driving the development of regional economy and improve regional environment hasan obvious effect. In view of the cost control, red star wind project also adopted aseries of measures, mainly includes: establishing the project cost management system;Wind turbines in the selection work; The size of the detailed analysis of landrequisition, etc.Second, it is the core content of cost management that the scheme design andimplementation of project cost management. First of all, in the process of project plandesign, in order to make the management more scientific, many factors affecting theproject cost management should be considered, generally include project schedule,project quality, project scope, material consumption quantity, wind subsidy policy,the market price changes and technical progress factor etc. Second, in the process ofexecution of the project plan, the most important job is measure project cost throughdeviation, analyzing the causes of deviation of project cost. By using the deviationanalysis method, it is not hard to find the cost deviation of Red Star wind powerproject condition following several aspects:(1) the project is currently in a state ofoverruns, cost efficiency is only81%of the project, the project cost control conditionis not ideal;(2) From four subsystems of the project,"other charges" cost controleffect is best, close to1, and “equipment and installation project” component costcontrol effect is the worst, only0.76cost efficiency.(3) From the three subtasks,"communication and control equipment and installation engineering" has the highestcost efficiency,1.03;"Construction land","construction management" two subtasks,due to the strictly in accordance with the relevant laws and regulations, therefore, thecost efficiency of1. It is worth noting that the "other equipment and installationproject" and "production preparation" cost efficiency is low,0.56and0.69, respectively, is the focus of the project cost control in the future direction.Third, for the existing problems of Red Star wind power, it is necessary tofurther improve the level of management, strengthen the cost management. Specificcan begin from the following aspects: first, improve the degree of attention to theproject cost management; Second, to reduce waste; Third, establishing the costresponsibility system; Fourth, actively apply for CDM projects.
