The Problems Of The Shaoxing Patent System’s Development And The Countermeasures

In modern society, the world economy has gradually entered into a new era ofknowledge economy in the background of global economic integration. Therefore, theimportance of intellectual property right is increasingly conspicuous, and the role ofpatents is especially prominent, which not only exceed the capital and become apowerful driving force to promote the sustainable development of the global economy.Patent system plays a very important role in three aspects such as encouraginginvention and creation, protection of patent achievements and promoting the patents’widespread application through its own incentive function, regulation function andguarantee function.Now under the time background of vigorously carrying out innovation topromote economic development strategy, this paper sorts out and summarizes theresearch status of the domestic and international patent system through using a varietyof methods such as literature study, empirical research, policy research and datainvestigation. And combined with the author’s practical work, this paper shows theachievements in the process of patent system implementation in Shaoxing area, and theproblems and shortcomings existing in patent creation, advantage enterprise training,patent industrialization, patent law enforcement protection, advocacy training andprofessional talent training. This paper tries to analyze the source and puts forward aseries of methods which are suitable for sustainable and healthy development ofShaoxing patent career in the new situation, and meanwhile breaks the status which isonly government funded guiding patent creation in Shaoxing area, and creates the favorable patent macro policies and legal environment which is contribute to technicalinnovation, and then establishes effective mechanism of the combination oftechnology innovation and patent management to promote the system construction oftechnical patent management, protection and administrative service as a whole. At thesame time, through further adjusting the patent funding structure, strengthening lawenforcement efforts, improving enterprise management system, expanding the patentindustrialization implementation rate, advertising patent culture in comprehensive andeffective way and accelerating the patent talents, it stimulates the enthusiasm of thesocial inventions and technological innovation to improve the patent developmentenvironment of the Shaoxing area and the application and development of patenttechnology market.
