Study On Management And Protection Of Farmers Participation In Small-Scale Irrigation And Drainage Facilities In Binzhou City

Water conservancy is the foundation of modern agricultural development,and small irrigation and water conservancy facilities is an important part of rural infrastructure and the basis of agricultural production.As countries and governments are increasingly attached great importance to,small irrigation and water conservancy facilities construction in the national overall,despite some progress,but have emerged facilities dilapidated old light,heavy construction management of building after a series of questions of the management,seriously hindered the development of agricultural economy in our country.Small irrigation and water conservancy facilities management main body,only farmers to actively participate in small irrigation and water conservancy facilities management,to ensure the long-term stable development of small irrigation and water conservancy facilities.So in terms of Binzhou city small irrigation and water conservancy facilities management,and how to build the farmers to participate in the management of incentive mechanism,improve the enthusiasm of farmers to participate in the management,improve the management efficiency of small irrigation and water conservancy facilities,is an important issue worthy of our in-depth study.In this paper,on the basis of literature review,expert interview,based on the first-hand information obtained by the field visit investigation,the integrated use of system analysis,statistical analysis from the basic construction present situation,the status and effect of the management of the management system in such aspects analyzes the Binzhou city small irrigation and water conservancy facilities and the present situation of the farmers to participate in the management of the management,and on the basis of summarizing the current Binzhou city of Shandong province small irrigation and water conservancy facilities of the main problems existing in the management process and the specific reasons,and uses the binary Logit model to analyze the factors influencing farmers participate in small irrigation and water conservancy facilities management,and puts forward relevant policy Suggestions.Through the study of this article,the main draw the following conclusion.(1)The Binzhou city municipal government and the competent administrative department for water bureau attaches great importance to the small irrigation and water conservancy facilities construction use and a long-term mechanism of the management problems,constantly promote Binzhou city small irrigation and water conservancy facilities management,scientific institutionalization and standardization of the track;The mainmanagement mode can be divided into:hire a full-time member of the management of the management mode,contract leasing management mode,set up water association management mode,professional management mode;Comprehensive Binzhou city from 2014 to 2017 years for small irrigation and water conservancy facilities construction and the management of capital investment situation,the battle of the water conservancy projects,key projects of large construction projects the government investment is more,the management funds is relatively small,that Binzhou city construction of "light" of the management problems;Binzhou city continuously strengthen the quality supervision and management of small irrigation and water conservancy facilities,fully implement the quality management responsibility,strengthening quality supervision and inspection,and constantly improve the quality of water conservancy facilities management level.(2)With the accelerating in recent years,Binzhou city small irrigation and water conservancy facilities construction,continuous attention to the work of the management of water conservancy facilities,the total irrigation area and the effective irrigation area is increasing,effective irrigation area ratio rose from 87.07% in 2010 to 94.70% in 2016.By author for small farmers involved in the process of farmland water conservancy facilities management management organization,management system,management personnel satisfaction research found that the enthusiasm of farmers to participate in the management is not enough,the small irrigation and water conservancy facilities management awareness and recognition is not high.(3)According to the current situation of the management and protection of small farmland water conservancy facilities in Binzhou City,there are a series of follow-up management and protection issues under the feature that the construction of water conservancy facilities involves a large area and a wide distribution range.Mainly include:inadequate management and protection mechanisms,inadequate government policies,unclear property rights responsibilities,lack of grassroots water conservancy services,inadequate government support,decentralized sources of capital investment,low participation of farmers,cumbersome cognitive conditions,and comprehensive farm households Low quality,relatively lack of management and protection techniques,etc.(4)Based on the investigation of Binzhou city farmers field visit to obtain first-hand data,using binary Logit regression analysis model for the factors influencing farmersparticipate in small irrigation and water conservancy facilities management is analyzed,the study found that the farmer's age,family labor shortages,arable land,farmers water-saving awareness,small water management to the importance of the cognition,the management fee shall be borne by who,the government of small-scale water management into variables of farmers involved in small-scale water,such as management will have significant positive effects;The main sources of family income have significant negative influence on their willingness to participate in the management.The gender and cultural level of the householder did not show significant influence.(5)Promote farmers to participate in small irrigation and water conservancy facilities management countermeasures revelation mainly includes : strengthening the perfect small irrigation and water conservancy facilities management system,deepen the small irrigation and water conservancy management and property right system reform,strengthen the government's policy support,raise the overall quality of farmers,enhance the consciousness of farmers to participate in the management,etc.
