Firstly, under the basis of life-cycle theory, pecking ordertheory and project distinction theory, this article analyzes the successful financingexperience of Lugu Lake tourism park in Yunnan province and Crater Rock Hill tourismpark in Hainan province.Secondly, carry out an SWOT analysis of the entire shallow mountain tourismindustry in Beijing. Make the conclusions that its strengths are better foundation for theagriculture, excellent ecological environment, unique regional conditions and a strongcultural heritage; its weakness are poor infrastructure, lagging economic developmentand lack of market consumption; Opportunities are tourism industry has become a pillarindustry of Beijing, shallow mountain tourism is increasingly popular, the jointdevelopment of Beijing, Tianjin and Hebei; Threats are the homogeneity of tourismresources, the lack of financial support and distribution of benefits. On this basis,concluded three problems faced by the tourism park in Beijing shallow mountain area:the low financing efficient, financing difficult and sustainability of financing.Thirdly, highlight the Yaji Mountain in Beijing shallow area. Make the conclusionthat all its projects could be divided as operating item and non-operating item. Theoperating items could self-financing, and they adopt the "farmers holding shares" and"industrial investment fund" financing modes; The non-operating items could notself-financing, and they adopt the "valley economy" and "tourism special fund" financingmodes.Finally, concluded several financing proposals, which is applicable for all tourismpark in the shallow mountain area of Beijing: improve the efficiency of governmentfunds, diversify financing channels, finance by the rural land reform and finance by thecapital market.
