The Third Plenary Session of the18th Communist Party of China (CPC) Central Committee proposed that China should build a modern public culture service system. As we all know, equalization is the core feature of modernization. But China’s current development In different areas is seriously imbalanced and dual structure has still existed in the country, which not only leads to huge gap in economic development, but also shows financial imbalance in different areas.As quasi-public goods, public culture service should be mainly provided by government. China’s investment in public culture service has increased continuously and rapidly since the country’s reform and opening-up in1978and China has formed a basic pubic culture service system. However, China has still faced some serious problems, for example, the general investment in the service is comparatively lower, investments in different areas are seriously imbalanced and China lacks an effective transfer payment system, which results into an incomplete public culture service system. Therefore, there is still a long way for China to build a modern public culture system. The quantity and quality of public culture service in different areas are extremely imbalanced, thus, a complete and reasonable transfer payment mechanism under public culture service system should be established so as to effectively realize equalization of public culture service.This thesis has explained relevant theories including public culture service and transfer payment systematically. On the base of that, it has established a scientific analysis frame, mainly analyzing some difficult problems in transfer payment under China’s public culture service. Meanwhile, drawing on the successful experiences of Western developed countries, it has offered some systematical and effective proposals on solving these problems.
