With the development of China’s urbanization, the rural population will be concentrated in cities and towns, and the land will be focused on business. However, with the younger generation of farmers going to be city workers, combined with traditional farm labor being laborious, the problems about rural farm labor shortage and scale land management began to appear. If not be resolved, the food safety issues will inevitably endanger social stability finally, with the growth of our population and the reduction of arable land. One of the effective methods to solve this problem is to increase the level of concentration and mechanization of farm labor, using the technology and machinery can improve farmers’productivity and efficiency, reduce the dependence of higher labor about traditional way. A typical example of operations intensively is rice seedling factory. Factory seedlings is a production mode to intensive seedling with modern agricultural equipment,it is modern agricultural engineering. It is based on precision, semi-precision planting technology.It is sowing by using of mechanized production line.It is a mass methods to raise seed with greenhouse. The rice seedlings factory can solve the contradiction of labor shortages and the concentration of land management effectively. It has laid a solid foundation for subsequent mechanized farming.Based on the antinomies theory, Systems Engineering Theory, Logistics iceberg theory and Production possibilities curve theory, the research object of this article is the rice seedling plants. First of all, define the related concepts about rice seedling plants, service radius and two factors constraints. Secondly, comb the operating procedures of rice seedling plant, analysis the influence factors of service radius. Finally, establish the model of rice seedling factory service radius on the basis of a large number of theoretical analysis. This article will find the optimal service radius to maximize the interests of the seedling factory under the constraints of cost and time.Based on the selection principle of service radius, this paper will analyze the influencing factors of service radius of seedling factory. This paper argues that the service radius of the seedling plant is constrainted by two factors of cost and time(Cost factors include fixed cost, fixed operating costs and transport handling cost).The rice seedling factory has an optimal radius under the cost constraints, that is the radius which comes from the unit area sharing the smallest cost. With the expansion of services scale, the allocated fixed costs on unit area gradually decline,and the allocated variable costs on unit area gradually increase. This means that the total cost curve must have an inflection point, that is the lowest point of the total assessed cost curve. In the time to model, take the fixed construction costs, fixed operating costs and shipping and handling costs as independent variables. This article build the model in accordance with the principle of the minimum cost per unit area and then get the optimal service radius.Similarly, the rice seedling factory has an optimal radius under the time constraints. It means that the optimal radius can be got when equipment utilization reaches the maximum in the limited time of sowing. It is also the service radius when the device combinations are established. According to the optimal radius model established under time factor constraints, we can see that the main factors which may affect the radius are the productivity of the core equipment seedling planting pipeline, effective planting time and field planting density.This article will compare the radius derived by the two models under the constraints of cost and time factors. Only the radius which meet cost constraints and time constraints at the same time can be the final choice of the optimal radius.In order to comparative study better, this text divided the equipment combinations into six different program, and then we can study the optimal service radius of each program. To verify the conclusions of this study, this text will apply the research method to the case of Taicang rice seedling plant at the same time.
