Salary budget is the core content of enterprise management control process, as an important organic component of the enterprise comprehensive budget system, is an effective tool for human resource management in enterprise. Effective compensation budget can help enterprises to control and assess the input and output of human resources reasonable, also can help enterprises to effectively control the human resource cost. Enterprises through the salary budget management to achieve control of the total amount of compensation. Since2008, state-owned assets supervision and administration commission of the state council for years the insufficiency of traditional control mode; explore the budget management, established total wages and commissioning in the middle of the part of the enterprise. After a few years to try out the total wages the practice of budget management, and administration of2012on each unit in the system to take the "double control" management, the author found through investigation in the process of the state-owned enterprise salary budget management appeared some problems cannot be ignored, can properly solve many problems will be in the very great degree is related to our country state-owned enterprise budget management, in-depth implementation of total wages to optimize enterprise salary structure.This paper from the Angle of the theory analysis of the connotation of compensation, compensation theory and method of management and budget, the constitution of the total wages, and control of enterprise total wages. Using the research method of theory combining with the enterprise actual pay of company A, and secondary units and budget management, system diagnosis, this paper expounds the large-scale state-owned group total wages of the operation situation of budget management and the existing shortcomings, from the total compensation budget management, salary system improvement project of design, incentives and other aspects, to the perfection of A company’s total compensation method of budget, budget management, in order to further improve the total wages for domestic state-owned group company set up and improve the salary budget management system, in the aspect of theory and practice to provide some reference and guidance method. Payroll budget management at present, and to further deepen the reform of state-owned enterprise salary system, safeguarding the state capital owners’ equity, fully mobilize all positive factors, improve the level of enterprise management can be said to be positive and meaningful reform. Through the study of this article, the discussion to establish a scientific, fair and operational units of the secondary compensation of management and budget system, give full play to the guiding role of material incentive, mobilize the enthusiasm of secondary units, through the secondary unit to implement the appraisal system in order to arouse the enthusiasm of enterprise staff, ensure to finish enterprise management goal, has very important practical significance.
