Especially in pace with development on Western Side of Taiwan Straits, proposal and implementation of leapfrogging development in Sandu’ao Area, Pingnan County, relying on its distinct landscape, aims to create an excellent tourism county, and proposes to build an eco-tourism county, bringing new chance for its tourism development. This year, due to the achievements that Baishuiyang&Yuanyanxi has been honored as a national AAAAA Scenic Spot, and the Ningde-Wuyishan Expressway has opened, tourism in Pingnan encounters new opportunity for dramatic development. On the occasion of chance coming, to research the problems and countermeasures that local government may face in promoting tourism development is of great significance for Pingnan tourism development and industrial upgrading. The paper analyses the dilemma and reasons that Pingnan promotes the development of tourism by the relevant concept and theory of public management, the local government function. From the view of building an effective government and service-oriented government, the paper contains a series of countermeasures for the local government to promote tourism development.
