Problems And Countermeasures Of Government Administration Of Suzhou Rural Tourism

The rural tourism of our country started late and with high attention paid by all leveled governments, it was born and great developed under the influence of developed countries, our country’s special pro-poor tourism policy, requirement of developing rural economy and building new socialist countryside, On one hand, it was supported and invested by government, on another hand it was the driven of the market. Troubled by fast life speed and environmental pollution, more and more urban people desire a quiet and nice rural life. Rural tourism though was a new thing in modern tourism, it developed fast and became an important engine of passing on culture, adjusting industrial construct, adding more working opportunity, making farmer rich, speeding up rural modern construction and pushing transformation and upgrading of rural economy.Suzhou is a famous historical and cultural city, as well as an important tourism spot. With beautiful environment and nice scenery, Suzhou has a lot of rural tourism spots and numbers among the top province wide, even nation wide, no matter in number or quality. Rural tourism has become a new growth point in tourism economy. In the process of development, Suzhou rural tourism has showed the feature of low-leveled develop and high-scaled expansion. More and more problems, such as no licenses, no guarantee of safety or sanitation, disordered competition, chaotic management, repeated construction, lack of planning, product homogeneity. The whole industry line existed problems. The phenomenon of disordered and low-leveled development was rooted from the spontaneity, impetus of the market control but it also reflected the lack of public administration from the government. How to push Suzhou rural tourism standardized, legalized and sustainable is an urgent issue that government needs to solve, which directly impact the direction and speed of future tourism, the solve of rural issue.This paper pointed out the miss and lack of public administration in Suzhou rural tourism such as insufficiency in macro-control, lacking of supervision subject, faltering in market guidance, negligence of soft service as education and training, from three different participants involving in rural tourism farmer, village and town, as the basic classification, through introducing the general situation of rural tourism home and abroad, governmental measures and detailing Suzhou rural tourism. In the end of this paper, some suggestion was raised according to the problems mentioned. For better development of Suzhou rural tourism and the solve of the low-leveled growth, the government should strengthen the public supervision and administration function, like information service, industry management, breaking through the bottle neck of market supervision, settling the issue of licenses and helping association develop; should strengthen the macro-cultural function, guiding the village plan first develop later, manage according to classification, implement the concept of service-oriented government, improving business operator skill and service, cultivating some basic management staff with scientific views in rural tourism; should strengthen culture function, not only the protection of traditional culture, but also brand and characteristics create, innovation of marketing, extending the vitality of ancient town tourism project.
