Developing the tertiary industry, especial with the head of social service, tourism industry has m ade rapid developm ent. Tourism industry has m eaning to Panjin' s economic transformation and developm ent. Particularly under a new econom ic normal, tourism industry is the m ost steady growth, the important breakthrough of adju sting structural, the im portant point of improving livelihood, the important support of ecological civilization. Panjin is a young city, how to combine this young city and tourism industry needs developing positive role of government.In this paper, through the investigation of Panjin city tourism resources developm ent situation, starting from the analysis of the current situation of developing the touris m resources in Panjin,using the method of field investigation and social research combined with the internal and external environm ent, combined with th e experiential summary method,taking public goods supply theory, gove rnment intervention theory, government coordination theory, this paper makes a case study on the roles of the government.What kind of types and characteristics of the tourism resources in Panjin is summ arized in this paper firstly, and then the present s ituation of the development of these tourism resources is analyzed, from which some deficiency in the expl oitation of these resources are found and several problem s are put forward.
