With constant implementation of the reform and open-up policy and the establishment of the socialist market economic system, China is undergoing a dramatic transformation in such aspects as economy development pattern, ownership pattern as well as social structure. These significant changes in economy, society and politics have a direct influence on the definition and functions of labor unions, and especially bring some difficulties and challenges to development of the basic level labor unions.Under the socialist market economic system, operation patterns and management systems of the state-owned enterprises are increasingly diverse, so is the labor relationship. Therefore, the management of labor relationship during restructuring, acquisition and merger of the enterprises becomes more sensitive than ever. In this context, a huge gap has gradually generated between the original functions, operating modes and operating methods of labor unions, and requirements of enterprises’ development and of the employees. During this transition period, especially after restructuring of state-owned enterprises, a system featured in separation government function from enterprise management, clearly-established ownership, well-defined power and responsibility, and scientific management is gradually established, and the enterprise pattern is re-divided. Besides the new opportunities they bring for basic level labor unions of state-owned enterprises, all of above-mentioned factors will produce more and more problems, for example, weakening of representing function and right-maintaining function, misplacement of organizing function, and insufficiency of coordinating function. Under this situation, on one hand, labor relationship is the social basis of the labor unions which can only exist based on the labor relationship. On the other hand, a harmonious labor relationship can only be realized with the involvement of the labor unions. In order to play a proper role under the new situation, the labor unions are required to improve the individual-level behavior to organization-level by innovative management functions and focusing on changes in labor relationship. Since the research on innovative management is still only discussed based on practices without any theoretical support or methodology, original management theories and analytic methods cannot be applied directly and an innovative methodology is required.Based on the working experience in the labor union of a state-owned enterprise for many years, and combing the management knowledge learned in EMBA courses of Xiamen University., the author takes the AVIC CAC Labor Union as the study object, and establishes the theoretical model and research framework for functions’ innovation of the labor unions in state-owned enterprises through analysis on the opportunities and challenges facing by the labor union and requirements of each subject in the relationship. It can be concluded that the labor union of the state-owned enterprise should give full play in the cultural development of the enterprises under the new situation by applying research methods (research case and explanatory case). In addition, the labor union should help to establish a harmonies labor relationship in a scientific way, and promote the win-win situation between the enterprise and its employees. Furthermore, the labor union should play a part in development of the enterprise and try to be the impellor of the productivity. At last, during the innovation of the functions and establishment of the "Brand", the labor union should further improve its functions on representing and maintaining the benefits of the employees, and take part in the organization and education of employees on promoting development of the enterprise, participating in the country management, and maintaining socialist regime. The AVIC CAC Labor Union has achieved practical results during functions’ innovation and "Brand" establishment, which provides new ideas and methods for functions’ innovation and practices of labor unions of state-owned enterprises.
