Policy Evaluation Of The Social Security Housing Policy In Xiamen

Nowadays, China’s social security housing system focus on meeting the basic living need of the housing vulnerable groups, which relies on a non-market allocation of housing resources, that is different from the previous reform of housing supply and management system. In order to solve the housing problem and construct harmonious Xiamen, Xiamen not only initials but also starts the social security housing construction and takes the lead in establishing housing security system with a wide coverage and multi-level, which has become a model of the construction of social security housing in China. Since the reform, the effect of the implement of social security housing policy and how to make it perfect to satisfy the demander’s need further, test the wisdom of the relevant administrative authorities.This paper bases on the practice of the construction of the social security housing in Xiamen, and takes the S-CAD model as the theoretical basis. Firstly, combing the evolution of the social security housing policy in Xiamen, and then according to the analysis of the former strategic deployment of construction of the social security housing to generalize the anticipated objectives of the social security housing of Xiamen as follows:extend the scale and improve the living standard of the special groups, control the housing prices and realize the integration of the inside and the outside of Xiamen Island, mature the infrastructure and improve residents’ satisfaction, promote social integration and the citizenization of peasant-worker. Moreover, test the actual effect of these four policy objectives to observe if the results are in accordance with the policy objectives, and analyze the performance and reason of the policy failure of the social security housing policy of Xiamen Finally, make a suggestion on the further development of the social security housing policy of Xiamen based on improving the policy system, optimizing the policy execution, and strengthening the policy supervision.The construction of the social security housing of Xiamen has entered a critical reform period in2014. This paper tries to analyze the path to perfect the social security housing policy of Xiamen through the evaluation of it, which help it to adapt to the new situation of development, and promote the execution of policy in long term, as well as protect the housing rights and needs of the relevant groups further in the future. What’s more, the idea of this paper of testing the actual effect of the policy objectives and observing if the results are in accordance with the policy objectives to evaluate the social security housing policy of Xiamen is innovative, which is different from most domestic researches were mostly research on the analysis of policy process, system establishment, and the national comparison of the policy.
