Research On The Relationship Between The Comprehensive Value Of Cultivated Land And Farmer’s Behavior In Ningxia Limited Developing Zones

In recent years, Chinese cultivated land area and the grain self-sufficiency rateis are all decreasing year by year. At the same time, China as the biggist country of the agricultural population,"Three Rural Issues"is the important condition of restricting the development of social and economic. Ningxia is the largest region of the Hui nationality in China. However, it was designated as restricted development area (Restricted development of ecological area and restricted development of agricultural area) accounted for64.8%the total area of Ningxia. To get the information about the quantity and quality of cultivated land products and to make clear the comprehensive value of cultivated land at the same time.To discuss the relationship between the comprehensive value of cultivated land and famers’s behavior have a great significance about restricted development area and food security.The comprehensive value of cultivated land is divided into three aspects to discuss, which are resources economic value of cultivated land, social security value of cultivated land and ecological service value of cultivated land. The data sourcese the investigation of famer’s homes by research team in2012and2013, and the household as a unit.The research team investigated three research areas, they were Longde and Tongxin(Restricted development area of ecological) and Pingluo(restricted development area of agricultural),about totally17administrative villages in9villages (sampling point). The main investigation method employs sampling (Sample Survey) and participatory rural appraisal (PRA). The paper utilized income approach to calculate the economic value of cultivated land; social security value of cultivated land is divided into four aspects to calculate, they are endowment insurance value, food security value, employment security value and medical insurance value. The ecological value of cultivated land use alternative estimation to calculate.As the relationship between the comprehensive value of cultivated land and famer’s behavior, it utilized the Cobb Douglas model and the Logistic model fitting linear regression equation to anylisis about the relationship between the resources economic value of cultivated land famer’s production behavior and the relationship between the comprehensive value of cultivated land and famer’s ecological behavior as well.As the relationship between the the comprehensive value of cultivated land and farmers’ irrational behavior, it uitilized The qualitative analysis method to introduce.After calculating the comprehensive value of cultivated land, it showed that,(1) the comprehensive value of cultivated land in ascending order about three research areas was:Tongxin’s dryland<Longde’s dryland<Longde’s irrigable land<tongxin’s irrigable land<Pingluo’s irrigable land, futermore, the comprehensive value of cultivated land, the ratio between the economic value of cultivated land and non market value and the effects of farmers’ behavior on land value were all diffirent in17simpling survey points of three research areas.(2) As the relationship between the resources economic value of cultivated land famer’s production behavior, the C-D regression equation was found that the relationship between farmer’s production behavior and resources economic value of dryland were all diminishing returns type, but the the relationship between farmer’s production behavior and resources economic value of irrigable land are Increasing return type17simpling survey points of three study areas.(3) As the relationship between the comprehensive value of cultivated land and famer’s eclogical behavior, there was a negative correlation between famer’s ecological behavior and the comprehensive value of cultivated land in Longde and Tongxi, but it showed the positive correlation in Pingluo.(4) Farmers’ irrational behavior would bring Negative influence about enhancing the comprehensive value of cultivated land and the production.According to the characteristics of three study areas, the paper discusses the corresponding development patterns by each study area type. Longde’s development patterns are:(1) the pattern of development about the ecological agriculture and improvement of the production management;(2) the pattern of positivly transferring the surplus labor force and improving the employment rate about the migrant workers. Tongxin’s development patterns are:(1) the pattern of the comprehensive development about the, agricultural, grass and animal husbandry, and establishing ecological economy;(2) the pattern of the development about characteristic agriculture and rainforcing land management. Pingluo’s development patterns are:(1) the pattern of speeding up the land transfer orderly and encouraging small farm management;(2) the pattern of the development about agriculture and effectively increasing the income of farmers.Finally, according to the analysis conclusion and the Characteristics of the study areas, the paper uses the diffirent types of restricted development area as a unit and puts forward the corresponding countermeasures and suggestions. Aimming at the different types about cultivated land in restricted development area of ecological puts forward three proposals:(1) to reduce the scale of agricultural production and to output of surplus labor force;(2) to maintain the existing scale of production and to improve the ecological restoration efforts;(3) to expand the production scale and to strengthen the protection of the ecological environment. Aimming at restricted development area of agricultural puts forward two proposals:(1) to protect arable land and to expand the scale of production;(2) to encourage the land transfer orderly and to avoid disputes.
